Qualifications required:

Professional Experience Required for International GIS Expert Position: GIS System Assessment and Improvement: Extensive experience in evaluating the suitability and appropriateness of existing GIS systems, assessing the reliability of datasets, and providing recommendations for enhancements. GIS Mapping and Visualization: Expertise in leading GIS mapping efforts, including the use of Earth Observation (EO) satellite data to create maps that showcase infrastructure locations, urban growth patterns, spatial development plans, and impacts of climate change and natural hazards. Data Integrity and Methodology Development: Skilled in developing processes and guidelines to ensure the integrity and consistency of datasets, including methodologies for data validation, GIS mapping, and analysis. Tool Development for Data Management: Proven ability to establish and implement tools to support efficient data collection, data extraction, and management for GIS applications. Technical Collaboration and Support: Demonstrated capacity to provide technical advice on GIS and EO systems, working closely with multidisciplinary teams to ensure accurate and actionable spatial data outputs.

NIRAS is currently looking for an International GIS Specialist for one ADB-funded project in Laos PDR. The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will: (i) Improve the technical capacity of the DWS and the PNPs in understanding how to manage and operate water supply and sanitation assets efficiently and how to identify and include climate change impacts on operation and maintenance (O&M) services. (ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services. (iii) Guide the development of a sustainable and resilient water supply and sanitation sector. Scope of Services under this project Output 1: Regulatory environment of the water supply and sanitation sector improved. Output 2: Institutional and technical capacity enhanced.
