Professional Experience Required for Water Utility Financial Specialist Position: Institutional Capacity Assessment: Demonstrated experience in evaluating the institutional capacity of water utilities, particularly in assessing governance, operational structures, and resource allocation within similar organizations or settings. Financial and Operational Performance Analysis: Extensive expertise in assessing the financial and operational performance of water utilities using key performance metrics, identifying areas for improvement, and recommending actionable solutions. Collaboration with NRW Specialists: Proven ability to work alongside Non-Revenue Water (NRW) specialists to develop strategies for managing and monitoring both physical and commercial NRW losses. Financial Strategy Development: Skilled in designing processes and strategies to enhance the financial performance of water utilities, including creating financial management guidelines, setting benchmarks, and introducing cost-reduction measures. Financial Sustainability and Private Sector Engagement: Experience providing guidance on financial sustainability planning, exploring private sector engagement opportunities, developing financial incentive mechanisms, and recommending updates to regulatory and policy frameworks to promote long-term viability.

NIRAS is currently looking for an International Water Utility- Financial Specialist for one ADB-funded project in Laos PDR. The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will: (i) Improve the technical capacity of the DWS and the PNPs in understanding how to manage and operate water supply and sanitation assets efficiently and how to identify and include climate change impacts on operation and maintenance (O&M) services. (ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services. (iii) Guide the development of a sustainable and resilient water supply and sanitation sector. Scope of Services under this project Output 1: Regulatory environment of the water supply and sanitation sector improved. Output 2: Institutional and technical capacity enhanced.
