Background
USAID’s mission in Jordan is committed to supporting sustainable water resource management, improving water governance, and ensuring equitable access to water services. These efforts are essential for Jordan, one of the most water-scarce countries in the world, to address its pressing challenges and meet the needs of its growing population.
The Advisor to the Minister of Water and Irrigation on Governance and Strategic Planning will play a crucial role in advancing the ministry’s capacity for governance, policy development, and strategic planning. This position is vital to ensure that water governance reforms are aligned with international best practices and that strategic planning efforts support long-term sustainability and resilience. The Advisor will report directly to the Minister of Water and Irrigation and collaborate closely with key stakeholders.
Duties and Responsibilities:
The Advisor to the Minister of Water and Irrigation will be responsible for the following:
- Governance and Policy Development:
- Provide technical expertise to support the development and implementation of water governance policies.
- Assist in drafting and revising regulations, laws, and policies to enhance water resource management.
- Advise on best practices for participatory governance and stakeholder engagement in the water sector.
- Strategic Planning:
- Develop comprehensive strategic plans to address short-term and long-term water management challenges.
- Support the integration of climate resilience and sustainability into strategic frameworks.
- Coordinate with internal and external stakeholders to align strategic objectives with national and international priorities.
- Capacity Building:
- Conduct training sessions and workshops to build the ministry’s capacity in governance and strategic planning.
- Provide mentorship and guidance to staff on policy analysis, strategic decision-making, and program management.
- Performance Monitoring and Evaluation:
- Establish key performance indicators (KPIs) to measure the effectiveness of governance and strategic initiatives.
- Develop monitoring and evaluation frameworks to track progress and recommend adjustments as needed.
- Stakeholder Coordination:
- Foster collaboration between the Ministry of Water and Irrigation, donor organizations, and other government entities.
- Represent the ministry in high-level meetings and discussions with stakeholders.
- Risk Assessment and Mitigation:
- Identify potential risks to water governance and strategic initiatives and propose mitigation strategies.
- Provide recommendations to address institutional, financial, and operational risks.
- Policy Advocacy and Communication:
- Draft policy briefs, reports, and presentations to support decision-making and advocacy efforts.
- Develop communication materials to promote transparency and public awareness of water governance reforms.
Required Qualification, Education and/or Experience:
Experience:
- At least 10 years of experience in water resource management, governance, or strategic planning.
- Proven experience working on water governance issues in a developing country context, with Jordan-specific experience preferred.
- Experience in engaging with high-level government officials and donor organizations.
Education:
- A minimum of a master’s degree in water resource management, public administration, environmental policy, or a related field is required.
Special Requirements:
- Strong knowledge of governance frameworks, strategic planning methodologies, and participatory approaches.
- Familiarity with climate resilience and sustainable water management principles.
Clearance Requirements:
- No clearance is required.
Salary Range
The rate for this position will be paid hourly and with an approximate range of 6-72 USD per Hour
