CONSULTANCY SERVICE FOR ORGANIZING A MINI FESTIVAL-CUM-CONFERENCE ON ACCELERATING COMMUNITY BEHAVIOUR CHANGE THROUGH SPORTS, ART & MUSIC.

1. INTRODUCTION
Welthungerhilfe (WHH) is one of Germany’s largest private aid agencies. In South Asia, over the past 55 years, WHH has supported over 1500 rural development projects through local partner organizations contributing towards combating poverty, hunger, and malnutrition. Our approach is to work as partners and support local organizations in improving living conditions of vulnerable people in a sustainable way.
This RFP is for a Viva con Agua and Welthungerhilfe co-funded project named ‘Universal Language for Behaviour Change (UL4BC) for Water, Sanitation and Hygiene (WASH). Under this project, we are using the UL4BC tools like Football4WASH, Walls4Water, Puppetry4WASH, Art4WASH, Poetry/Stories4WASH and Folkart4WASH to promote safe drinking water, sanitation and hygiene practices in vulnerable communities for their health and livelihood as well as to help India meet its 2030 Sustainable Development Goals (SDGs).
Through this ToR, Welthungerhilfe seeks an event producer agency which has prior experience of working with the non-for-profit sector to organize a mini festival cum conference on effectiveness of Universal Language for Behaviour Change (UL4BC) approach, which uses sports, art & music to promote safe WASH practices in rural & tribal communities.
Scope of work:
Welthungerhilfe hereby seeks to contract an organization or agency to organize a small-scale, vibrant, and thought- provoking event, tentatively in Madhya Pradesh or Uttar Pradesh.
Timeline- We wish to organize the event around World Water Day (22nd March)
Objective:
- Showcasing the impact of UL4BC on changing community behaviour based on the project team’s work in Madhya Pradesh. The details of activities with review reports will be provided by the team.
- Advocacy for mainstreaming of UL4BC under Government programmes for promoting behaviour change in community.
- Connecting with new partners and donors to scale up UL4BC under different themes, namely WASH, Health, Women & Child Development and Education.
- Creating some good IEC materials- print, visual to start discussion on UL4BC & its impact
- A clear-cut action plan to promote and raise funds for scale up of UL4BC approach across different thematic areas and location as well as to make the UL4BC approach robust and full proof.
Target Audience:
- National & state-level Ministers/Bureaucrats and other senior Government Officials from these departments- Water, WASH, Health, Education & Women and Child Development.
- Journalists and activists working on these thematic areas
- Donors – CSRs, Family Foundations and other Institutional funders who funds in these areas and are looking for innovative and fun-filled programmes.
- Artists/es, performers, sportspersons, authors and speakers who are involved with social change issues.
Programme Elements:
- Community Performance/activities & talks showing the effectiveness of UL4BC on community behaviour change, especially with respect to adopting safe drinking water, sanitation and hygiene practices. Some of the main activities showcased by the community, including kids & youth are – Football4WASH, Walls4Water, Puppetry4WASH, Art4WASH, Poetry4WASH and Folkart4WASH. Experience sharing by Jal Sahelis, Jal Mitras, Sarpanch, WASH Club Members and Village Water and Sanitation committee members. These teams will be trained and supported by the project team.
- Discussions & Debate – Why Universal Language of Sports, Art and Music are quite effective in motivating communities for sustainable behaviour change. Why UL4BC and other Social Art for Change methods should be mainstreamed in all the programmes. Here different organization which are using sports and any form of arts for social change could be called for talks, debates and round table discussions. They can share their best practices and suggestions about mainstreaming these approaches.
- Production of IECs – Good quality brochures, handouts, short videos, documentary films on not only Ul4BC & its effectiveness but on mainstreaming use of arts and sports for behviour change in any sector. We will also expect social media content to create a buzz around the event.
- Joy & Fun- UL4BC is all about bringing change through joy & fun, so we also expect the mini festival to be entertaining and fun in its overall format.
Overall Outcome-
- A networking and advocacy roadmap for mainstreaming of UL4BC.
- A fundraising strategy for scale up of UL4BC approach across different themes, geographical locations.
Key Deliverables:
- The agency will work with the project team to create the theme of the event.
- The agency will handle the overall production of the event.
- The agency along with the project team will work on identifying, connecting, pitching, and bringing the right kind of stakeholders on board for all the programme elements.
- The agency will handle all the coordination related to the events.
- The agency will develop IEC materials as discussed in objectives.
- The agency will ensure smooth functioning of the entire event.
- The agency will create good social media contents
- The agency will create a strategy to generate a strong database through the entire exercise
- The agency will create a strategy to engage with the audience and artists/es post event.

- A technical proposal specifying the overall approach to the execution of the contract; the services to be provided; the experience of the applicant in similar assignments and their proposed team with time commitment.
- A financial offer including each service’s per unit cost.
- Samples of the event management & design work
The actual scope of work and deliverables will be finalized after the interview with the agency/expert.
2. Evaluation – The selection of consultant shall be based on both technical quality and cost evaluation by the purchasing committee.
Please note – The committee may ask for more detailed presentation from the shortlisted candidates before awarding the contract. The presentation is in no way binding on the contracting authority. Applicants will be informed of their selection & non-selection, but scores and other details of the evaluation committee will remain confidential.
