THE ORGANIZATION
The City of Phoenix is a full-service city with the largest council-manager form of government in the United States, 14,500 city employees, including seven employee unions and associations, and a $3.4 billion annual budget. The Phoenix City Council is comprised of a Mayor and eight Council members. Each council member is elected by the people from a represented council district for a four-year term. The Mayor is elected at-large. The City Manager is appointed by the Mayor and City Council and is responsible for the City’s day-to-day management and operations including overseeing more than 30 departments and managing the finances and budget of the City of Phoenix.

ABOUT THIS POSITION
The City of Phoenix is seeking a strategic and knowledgeable Water Resources Policy Advisor to provide executive-level advice and leadership in managing the City’s water resource programs. In this critical role, you will work closely with the City Manager, Mayor, and City Council to develop and implement water-related policies, maintain active liaisons with key stakeholders, and represent the City in high-level discussions on water resource issues. This position will require that you draw upon experience and training to provide recommendations based on research and information at hand regarding planning and utilization of the City’s water resource portfolio, including implications of long-term drought and shortage on the water utility, City development and growth, and City operations. The position will work in close collaboration with the Director of the Water Services Department to manage the City’s diverse and robust water portfolio, including planning for resource augmentation, protection and conservation.
In this position, you will represent the City in meetings with top level officials from other cities, the State of Arizona, the Arizona Department of Water Resources, Salt River Project, Central Arizona Water Conservation District, Arizona tribal communities and federal officials.
This role requires a dynamic leader with a deep understanding of water management, exceptional communication skills, and the ability to make informed decisions based on research and analysis.
Responsibilities:
- Brief the City Manager and/or Deputy City Manager, Mayor and City Council on water policy matters and recommend actionable solutions.
- Develop and implement comprehensive water resource policies and procedures.
- Prepare, edit, and review water policy documents and proposals.
- Serve as the City’s liaison with Federal, State, and local regulatory agencies, as well as organizations representing agriculture, Native American groups, mining, and municipalities.
- Represent the City in meetings with officials from other cities, the State of Arizona, the Salt River Project, and federal entities.
- Conduct in-depth research and analysis to inform policy development and decision-making.
- Draft reports and provide oral and written updates on significant water policy developments.
- Demonstrate a commitment to customer service, innovation, and fiscal responsibility in all activities.
- Work extended hours, including weekends and holidays, as needed to fulfill job responsibilities.
Knowledge of:
- Arizona water laws and federal reclamation regulations.
- Water supply history and future growth requirements for the Phoenix area.
- Water quality regulations and relevant regulatory agencies.
- Public administration principles, especially within municipal government.
- Research methodologies and report preparation techniques.
Skills and Abilities to:
- Research, analyze and make sound judgements relating to policy and management problems and proposed state and federate water legislation.
- Strong negotiation skills, and the ability to communicate effectively.
- Abilities by synthesize and explain complex water resources issues to elected officials, policy makers and the public.
- Communicate effectively in written and verbal formats.
- Collaborate with diverse stakeholders and work as part of a team.
- Produce clear, concise written documents with proper grammar and structure.
- Understand and apply complex water policies and regulations.
- Operate safely and responsibly in a work environment.
SALARY
Hiring and Pay Range: $165,000 – $173,305.60 annually
Pay Range Explanation:
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $6,000/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS
- Five or more years of experience in water resource management with the responsibility for policy analysis and advice.
- Master’s degree in public or business administration, public policy, water, environmental, natural resource management, or related field.
- Other combinations of experience and education which meet the minimum requirements may be substituted

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Strong network of relationships with Arizona water authorities, tribal governments, and federal agencies like the Bureau of Reclamation.
- Experience with negotiating or implementing water-related agreements, policies or programs.
- Experience presenting complex water policy issues to legislative bodies, public forums, or stakeholder groups.
- Knowledge of advanced water modeling techniques and tools.
- Familiarity with environmental and political impacts on water resources and strategies for sustainable water management.
