Minimum Qualifications
Bachelor s degree. A minimum of five years of progressively responsible managerial and/or administrative experience in environmental resource engineering and management to include supervisory experience are required. Must possess a State of Florida Professional Engineer License.

This is an advanced responsible executive level position that requires broad knowledge and extensive experience in stormwater management and beach master planning, engineering design, engineering studies and modeling, bidding and award of construction contracts, construction and construction management, interlocal agreements, grant contracting, program management, facilities operations, maintenance, financial and administrative processes and procedures, to manage the Stormwater Management Program activities, Beach Program activities, Stormwater Utility, the County’s FEMA Community Rating System (CRS) Program, and the National Pollutant Discharge Elimination System (NPDES) Program for Miami- Dade County. Responsibilities include formulating regulations, policies, and procedures, providing senior and independent oversight of planning, coordination, and supervision of multiple program functions to ensure compliance with federal, state, and local regulations. Detailed programs include: administration and oversight of the County’s Stormwater Utility with over 290,000 customers and over $41 million in annual revenue from Stormwater Utility Fees; the Stormwater Management Program that establishes the Level of Service and operations criteria of the County’s surface water levels and facility operations countywide; the Beach Program that protects from erosional impacts from wave action and storm surge; the FEMA Community Rating System (CRS) Program which results in annual savings in flood insurance premiums to UMSA policy holders of over $12.9 million; the National Pollutant Discharge Elimination System (NPDES) Program for Miami- Dade County to ensure compliance with the U.S Environmental Protection Agency and the State Department of Environmental Protection Water Quality Act; contract management of over 40 interlocal agreements and grants with municipalities, federal and state agencies that result in annual revenue of over $20 million.
