The Republic of Tajikistan has applied for funding from the International Development Association and the European Union to cover the cost of developing and implementing a comprehensive program to engage youth in the irrigation sector through partnerships, training and internship opportunities within the framework of the Tajikistan Strengthening Water and Irrigation Management Project, and intends to use part of the funds for consultancy services.
Project Management Unit of the Project “Tajikistan Strengthening Water and Irrigation Management” invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested consultants should provide information demonstrating that they have the necessary qualifications and relevant experience to provide the Services.

Shortlisting criteria:
The services require a consultant with at least 5 years of general experience in youth engagement and at least 3 years of experience in similar tasks (defined as facilitating youth engagement through student training). Experience in the water sector will be an advantage. The consultant should demonstrate experience in at least 2 projects funded by international donor organizations.
The attention of interested Consultants is drawn to Paragraphs 3.14, 3.16 and 3.17 of Section III of the World Bank’s Procurement Guidelines for NPF Borrowers dated July 2016 and as amended in November 2017, August 2018 and November 2020 (the “Procurement Guidelines”), setting out the World Bank’s conflict of interest policy.
Consultants may form an association (please note that the form of association acceptable to the World Bank is a sub-consultancy or a joint venture, and the application must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account in assessing the company’s corporate experience.
The Consultant will be selected in accordance with the Consultant Qualification Selection Method.
