Coalitions for Change (CfC) is a centerpiece program of the partnership between the Australian Embassy and The Asia Foundation in the Philippines. CfC strategically supports the development, introduction, adoption, and implementation of key policies consistent with the government’s agenda on economic growth, improved governance, and social development.
The program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and armed with technical and political analysis, CfC ushers in reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.
Background of the Project
Despite the substantial annual rainfall averaging 2,400 millimeters per year, the Philippines continues to grapple with challenges in ensuring the availability of sufficient, safe, and affordable water supply. The country’s water resources are unevenly distributed to its regional population, resulting in mismatches between water resource potential and population density. Moreover, extreme weather events brought about by climate change exacerbate water resource challenges in the country. Regions that face water scarcity will be heavily affected by prolonged dry spells or unpredictable rainfall every year. Differentiated impacts of climate change in water resources will be strongly felt among vulnerable sectors, such as women, children, elderly, and poor communities.
CfC intends to contribute to securing water resources as a priority climate change adaptation measure. To accomplish this, CfC shall:
1) prepare a sectoral analysis of the investments and initiatives in water resources management and sanitation; and
2) identify and test priority policy reforms that will help manage water resources effectively in the Philippines.
Scope of Work of the Research Associate
- Provide technical assistance in the research and development of policy papers, briefers, presentations, and other reference materials to be presented to government officials, partners, and key stakeholders
- Lead meeting documentation, craft presentations, and organize research data as necessary and as needed to support the reform team
- Support reform team and CfC team on reform activities such as events, coalition-building activities, and advocacy
- Contribute to discussions and strategy planning with reform team and CfC team
- Network and collaborate with government agencies and civil society organizations, coalitions, advocacy groups, and other stakeholders
