Job Description

The Department of Environmental Quality is looking to fill an Environmental Program Manager I (Groundwater Protection Section Manager) position in the Division of Water Quality.

Job Description

  • Manage program and activities for Groundwater Discharge Permits and Underground Injection Control Permits.
  • Supervision of section personnel
  • Coordinate with other Division programs including compliance and enforcement; and permitting sections.

Best Qualified Candidate 
This position will oversee the Ground Water Discharge Permit, Underground Injection Control , and corrective action programs in accordance with the Utah Water Quality Act (UCA 19-5) and State Water Quality Rules (Title R317). Additionally, this position requires knowledge of the Federal Safe Drinking Water Act (SDWA). This position not only supervises the division experts in the Ground water programs, but is responsible for developing rules, policies, and procedures that ensure the protection of Utah’s ground water through the permitting programs.
The ideal person for this position will:

  • Have at least 5 years of experience with project and/or program management.
  • Communicate with people in a manner which shows sensitivity, tact, and professionalism.
  • Be able to supervise others by assigning/directing work; conducting employee evaluations, staff training and development; taking appropriate disciplinary/corrective actions; and making hiring/termination recommendations, etc.
  • Understand principles, theories, and practices of performance management.
  • Have strong written and oral communication skills, including the ability to convey complex information and ideas to a varied audience.
  • Have the ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
  • Understand principles, theories, and practices of environmental and physical sciences.
  • Be able to find, gather and collect information or data; read and interpret data from scientific instruments or equipment.
  • Is able to develop approaches for implementation of an idea, program or change in operations.
  • Is able to read, interpret and apply laws, rules, regulations, policies and/or procedures; and ensure compliance with contract terms, policies and procedures, etc.
  • Has a strong knowledge of Clean Water Act, Utah Water Quality Act, Safe Drinking Water Act, Utah’s Administrative Rules and associated guidance that govern water quality programs in Utah.
  • Be able to think strategically, anticipate needs, solve problems and effectively execute a strategic plan for multi-year initiatives.
  • Knowledge of process improvement tools and willingness to lead and implement process improvement initiatives.
  • An ability to work with a wide range of stakeholders, at times with competing interests, to solve programs and advance Division objectives.

Preferences

  • Bachelor of Science degree or other undergraduate degree.
  • A Utah PE or PG license is required. The license must be obtained within 6 months of hire.
  • Preference may be given to candidates with a Master of Science or other advanced graduate degrees.

Work Location
This position may be eligible for an in-office, remote or hybrid/flexible work schedule after several weeks of in-office training during the first few months of employment. Our office is located 195 North 1950 West, Salt Lake City, Utah. A position’s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.  Note: Under Administrative Rule R13-4 all work must be performed within the State of Utah. As such employees should either reside in Utah or be in the process of relocating to within 30 days of their start date.
