The selected candidate will join a multidisciplinary team utilizing knowledge of environmental rules and regulations. They will assist in the development and implementation of financial assistance and innovative technology evaluation agreements in the areas of water quality, harmful algal bloom prevention and ecosystem restoration. This professional position will collaborate with technical professionals and other program areas in the pursuit of the overall mission to preserve, restore and protect the water resources of Florida. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present during core hours of 9AM-3PM.

The Office of Water Policy and Ecosystems Restoration is responsible for implementing state laws and directives to protect Florida’s water resources. The work done in this job will directly impact the state’s water quality and quantity to help sustain its natural resources. In this job, you will write and manage grants and/or contracts for local governmental entities and water management districts, or other entities, to ensure consistency and adherence to Florida Laws and Statutes.

Your Specific Responsibilities:

This position serves as a grant manager and project manager for technical projects that have been contracted by the Department, particularly in the areas of evaluating innovative technologies for water quality, harmful algal bloom prevention and ecosystem restoration.

This position will provide technical assistance to local and state entities in the development of the contracts and scopes of work as needed throughout the contract period.

Additional responsibilities: Maintains, manages, processes and reports on the status of assigned projects from start to completion. Compiles, facilitates and completes the internal/external evaluation, review, approvals, and processing of technical, scientific, financial and administrative projects, Quality Assurance (QA) Project plan review, and other duties as requested. Out of town/overnight travel may be required for grant management duties.

Participates and works effectively as a project leader, facilitator, or member of program-approved teams created to facilitate the completion of tasks related to the implementation of ecosystem restoration, to improve the effectiveness of the operation of the program or to resolve process or work problems.

Develops and critically analyzes implementation strategies related to ecosystem restoration. Responsible for inspections of proposed, ongoing and completed projects, as time allows, to ensure compliance with program requirements.

Performs other duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • contracting procedures and policies
  • environmental issues and laws especially as it relates to water and ecosystem issues in Florida
  • administrative principles and practices
  • grant funding 
  • grant management, contract management and/or invoice processing
  • basic management principles and practices

Skill in:

  • the use of Microsoft Office Suite, particularly Word and Excel

Ability to:

  • analyze and solve problems with a solutions-oriented “can-do” attitude
  • communicate effectively in writing and verbally with grantees with a strong desire to tackle problems from a customer friendly perspective
  • organize data into a logical format for presentation in reports, documents and other written materials

  • plan, organize, prioritize work assignments for successful, timely completion
  • follow written and verbal instructions
  • use spreadsheets to analyze information and generate reports, charts and graphs
  • understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities
  • evaluate and analyze data relating to grants management activities
  • review data and forms for accuracy and completeness
  • establish and maintain effective working relationships with others
  • travel as required
     

Minimum Qualifications:

  • A valid driver’s license.
  • A bachelor’s degree or higher from an accredited college or university or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
  • Achieve and maintain an active Florida Certified Contract Manager status.

Preferred Qualifications:

  • Bachelor’s degree in environmental, engineering, natural sciences, or business/finance management from an accredited college or university.
  • Active Florida Certified Contract Manager (FCCM) status.
  • Excellent communication and people skills.
  • Excellent organization and time management skills.
