Job Description:

Purpose of the position:

To coordinate the implementation of WASH activities of TURAMIRANE Project (Project to support the resilience of populations in the provinces of Ngozi and Kayanza) in collaboration with the WASH Team and partners. This includes project design, ToR elaboration, project implementation, monitoring and evaluation as well as facilitate community mobilization and training related to infrastructures sustainability. Responsibilities also include the provision of technical guidance and implementation support to partners in all project constructions and in capacity building related to infrastructures management and rationale utilization as needed in order to achieve the desired high impact on child and communities wellbeing. The primary responsibility of a WASH Coordinator is to keep the project and all related processes running smoothly.

He will play a key role in representing WV Burundi at key construction technical meetings and with the partners. He/she will be responsible for the preparation and implementation of WASH activities throughout the project area.

Major Responsibilities

I.Engineering Designs, Drawings and Bills of Quantities

  • Review project resource development and other civil works document and make regular discussions with government line offices to create smooth relationships, mutual understanding and support;
  • Conduct needs assessment, design project interventions and produce a comprehensive report document including of the WASH needs, potential available means, partners mapping and propose rationale solution, bill of quantities in compliance with standards and review/verify technical compliance
  • Conduct detailed feasibility studies, engineering surveys and measurements necessary for the design of structures and their construction. He should also maintain up to date GPS coordinates, location maps and plans of infrastructure projects.
  • Design and elaborate rationale TOR with appropriate technical & engineering sketches, relevant engineering drawings/plans and bill of quantities in compliance with standards and review/verify compliance with country priorities.

II. Contract management and procurement of services and supplies

  • Provide technical support to WASH department on timely preparation of Supply Requests for procurement of technical services for example construction materials, pipes and fittings, pumps and generators and conduct measurements and certify accomplishments on contracted works as per the conditions of contract and recommend invoicing according to progress made
  • Supervise construction activities and conduct regular field monitoring site visits and provide technical instructions and guidance to the contractors/ and implementing partners and develop clear monitoring plans and prepare work progress reports
  • Provide input documentation related to procurement of works and services contracts and facilitate, the process of contract tendering, recommendations regarding awarding contracts in coordination with WASH Technical Programme Manager
  • Sample and verify suitability of materials in terms of engineering specifications and validity and recommend delivery/receipt to stores. This include logistic department support by providing technical details and specification to facilitate collection of local market prices for technical items
  • Ensure timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors

III. Community Mobilization and capacity building

  • Facilitate on job skills transfer or training workshops for artisans, technicians and constructions management committees.
  • Elaborate simple training or instruction manuals for water supply structures or activities for training/skills transfer purpose to partners as empowering strategy intended to sustainability of the services delivery,
  • Assess capacity of partners and establish/keep updated list of preferred partners in programme areas and beyond and Build capacity of partners on technical aspects and work and support them for timely accomplishment of set programme targets
  • Ensure participation and involvement of local authorities and the beneficiary community in project implementation

IV. Monitoring and Evaluation and reporting

  • Monitor on operation and maintenance of implemented WASH activities and involve technical partners in follow up field visits and provide support.
  • Maintain documents on not limiting to following information on each infrastructure with Project location with GPS Coordinates.
  • Develop LEAP Budget, DIP, fill and compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors and prepare completion report with work certification. Ensure physical recordings of accomplishments and Provide technical recommendations on problems encountered at the construction sites and timely and efficient monitoring, evaluation and prepare completion report with work certification of project activities

Others responsibilities

Perform any other ad hoc duties including providing input for new proposals by providing technical information or developing draft proposals and concept note as may be assigned by the WV that is consistent with the nature of the job.

Qualifications:  Education/Knowledge/Technical Skills and Experience

  • B.Sc. Civil and Water Engineering or Water Resources Engineering or Civil Engineering or Architecture or Urban/Town planning Experience and technical and professional skills in designing and implementation, monitoring of different options/types of construction, water and sanitation projects.
  • At least 3 years relevant experience in case of B.Sc. civil engineering and more than 3-year experience in Construction and WASH activities assessment, design and implementation at coordination position level.
  •  Possess thorough knowledge of national policies and international standards for water and sanitation projects/activities and their application
  • Experience on Social mobilization and INGO experience preferred, including training and provision of technical support to partners/communities
  • Construction/WASH project experience preferred with proven experience in gender based and participatory approaches to development
  • Strong adherence to World Vision values;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity;
  • Proven experience of managing donor (s) funded projects or programs;
  • Working knowledge of proposal writing and negotiation skills
  • Good computer skills with extensive experience of using design software including AutoCAD, ArchiCAD, Excel and internet;
  • Proven knowledge of community development initiatives;
  • Appropriate skills and experience in the capacity building and training of staff and partners;
  • Experience in monitoring and evaluation;
  • Experience in budget preparation, LEAP Budget and DIP Environment, timeframe and report writing;
  • Fluent in oral and written English and French.

Working Environment / Conditions:

  • WASH Coordinator will dedicate 70% of his time to the project and 30% of his time on supporting others Sponsorship programme, WASH Programs and grants
  • Work environment:  Field-based with frequent travel from the project areas in Kayanza and support others WVB activities as required.
  • Travel: 20% Domestic/international travel is required.
  • On call:  10%
