Under the supervision of WaSH Head of Project and the support of the WaSH and ER Program Manager, the WaSH Emergency Field Officer is responsible for the daily technical planning, supervision, monitoring and reporting of Emergency related field activities. The work includes conducting WaSH assessments, distribution of kits, awareness sessions and supervision of WaSH facilities construction inside collective shelters and at community level. The field officer will ensure proper coordination with contractors, municipalities, other authorities and related ACF departments. The position requires extensive fieldwork and movement between several worksites in emergencies; and flexibility and willingness to adapt her/his tasks and job description to the requirements of ACF as humanitarian organization to respond to any humanitarian crisis.

Key activities in your role will include

Objective 1: Follow up day to day implementation of WaSH Emergency activities (60%) 

  • Liaises with the WaSH Head of Project and WaSH Program Manager to plan and implement water and sanitation emergency activities in the field (Assessments, Distributions, Sessions, Supervision). 
  • Plan on daily/weekly basis to set the distribution plan and conduct the distribution inside collective shelters in full coordination with the WASH Head of project and the local authorities/focal points. 
  • Ensuring understanding of the different needs of the women, men, girls, boys and PwSN in the communities, on water and sanitation and coordinating with the local partners on best and complementary implementation. 
  • Follow up the construction and rehabilitation work of different water and sanitation facilities with the help of WaSH Engineer.
  • Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs. 
  • Support in assessing sites that are need for water disinfection and chlorination. 
  • Support the elaboration and dissemination of hygiene promotion materials. 
  • Communicate and coordinate with communities, municipality focal points, the DRR unit, and other relevant field level actors on the daily implementation of tasks. 
  • Mobilize the community to change behavior regarding hygiene practices.  
  • Ensure that the projects’ activities are well coordinated with relevant governmental sides (local authorities) and non-governmental sides (RRTs, INGOs and NGOs working in the same operation area). 
  • Preparation of weekly work plans according to the implementation plan. 

Objective 2: Monitoring, coordination and communication (30%) 

  • Prepare and submit all WaSH field reports to the WaSH Head of Project. 
  • Monitor and report all WaSH activities in the field ensuring there is compliance with plans and Action Against Hunger standards. 
  • Monitor water and sanitation facilities acceptance and beneficiary satisfaction in Coordination with Meal team 
  • Responds to and records beneficiary WaSH technical feedback and complaints at field level. 
  • Collect, organize, and develop all data, files, and documents. 

Objective 3: Data collection and reporting (10%) 

  • File, document, and report work progress to his/her line manager on daily/weekly basis 
  • Regular reporting of work progress to the WaSH Head of Project. 
  • Report possible problems or conflicts during the activities. 
  • Report on the use of materials and possible improvement. 
  • Conduct a precise data entry and support in digital and physical archiving. 

Objective 5: Security 

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols. 
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan. 

Objective 6: Support humanitarian activities of Action Against Hunger 

  • Support any other emergency interventions of the organization as per the employee’s abilities. 
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities. 

Objective 7: Gender & Safeguarding (cross-cutting) 

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy. 
  • Knowledge and compliance with safeguarding policy. 
  • Promote gender equality within the humanitarian and/or development work 
Do you meet the profile required criteria?

Training/ Education: Technical Diploma in WaSH related fields, and/or any related field with at least 2 years’ experience.

Technical specific knowledge:

  • Knowledge of plumbing, water supply and sanitation supply systems. Technical training in implementation of basic water networks, sanitation, and water quality testing. 
  • Experience in hygiene promotion, work with local communities, children and vulnerable people, experience in community 

Previous experience:

  • At least 1-2 years of experience in WASH project. 
  • Proven experience in capacity building, WaSH soft activities or similar activities. 
  • Reporting capacity, organized and rigorous personality, availability/learning capacity 
  • Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.

Humanitarian sector knowledge: 

  • Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country. 

Action Against the Hunger Knowledge: Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country or Middle East region is an asset. 

Languages: Fluent Arabic, Fluency in written and spoken English. 

IT and specific systems: Good command of MS Office, compulsory expertise in Excel and Knowledge on the use of Survey123 and Kobo is an asset.

Mobility (national/ international): National- Based in Saida
