Introduction
Water.org has been working in Indonesia since 2014 to pilot and expand its flagship WaterCredit program. To date, this initiative has supported over 25 local financial institutions enabling microfinance schemes for water and sanitation improvements. This work has connected more than 350,000 households with water and/or sanitation improvements, with an average of $200 loan sizes and 99% repayment rate.
As part of internal monitoring processes and requirements, and for transparent reporting to our stakeholders, Water.org engages third party consultant firms to perform the Program Monitoring Visit (PMV) to validate data reported by the partners and to ensure interventions are meeting the goals. The Consultant will administer in-person surveys representative samples of both households and businesses to assess their impact on the WSS loan participation, including user satisfaction.
Scope of Work
The consultant will conduct in-person interview with 1,525 household clients and 213 business clients who availed water and sanitation financing. Water.org uses standard questionnaires (for household and business borrowers respectively) covering various household and business characteristics, WSS improvements, immediate outcomes, and user satisfaction in a mobile platform called mWater.
- Submit inception report detailing the research plan, which includes sampling methodology, plan for testing the surveys, training plan for enumerators, and data quality assurance practices.
- Translate the business survey into Bahasa Indonesia and update the household survey translation if needed
- Test and finalize both questionnaires (final version needs to be approved by Water.org)
- Train enumerators in use of the mWater platform and questionnaires respectively
- Using sampling framework approved by Water.org, apply the agreed upon methodology to select a representative sample of clients from each FI (financial institutions)
- Work with partner financial institutions to collect contact information for selected clients
- Administer the in-person household survey for each financial institution to have a representative sample of surveys
Clean and validate all interview data within mWater
Apply quality control mechanisms that guarantee the quality of the data collected - Ensure a final set of clean, raw data is saved within mWater. The consultant will not hold any rights to copy, publish, or otherwise use data collected for the purpose of this analysis.
- Submit a field report to capture main findings during the data collection process, including challenges and limitations.
Water.org anticipates that the entire assignment will be completed no later than June 13th, 2024. Water.org understands that activities and timelines per activity may change accordingly with the Consultant’s proposal.
Minimum Applicant Qualifications / Skills
Applicants must be firms that have at a minimum the following qualifications:
- Proposed staffing plan includes at least one native or fluent English speaker as lead writer.
- Proposed staffing plan includes a sufficient number of qualified enumerators to collect the in- person household and business surveys in the partner geographies with appropriate language capacities.
- Demonstrated experience and familiarity with the WASH and/or microfinance sector.
- Demonstrated experience with conducting household or business surveys.
Proposal Submission / Contact
Proposal should be submitted in English to include a narrative, timeline, budget, and the CVs of the lead evaluator and evaluation team (no more than 10 pages excluding annexes). The narrative should include description of the third-party firm’s qualifications relevant to the present consultancy, experience in consulting or similar studies regarding the scope of the present consultancy, description of the preliminary sampling methodology, the enumerator staffing plans that show how the enumerators will be trained, organized and dispersed to conduct the interviews as well as the protocol for data quality control.
