Job Description:

Job title: Behaviour Change Coordinator (BCC)

Grade: 15

Job purpose: Behaviour Change Coordinator (BCC) to provide specialist technical input for the Rotary Health Project.

Postholder reports to:

Direct: Health Project Manager

Key responsibilities:

1. Programme development and implementation:

  • Develop public health demand creation and supply interventions with the project staff.
  • On request, assess new areas for intervention and emergency public health response and support the development of donor project proposals.
  • Contribute to WV’s collaborative planning and implementation of behavioural change interventions by the geographic teams, integrating with other program sectors (Global fund, health and Nutrition technical programme) according to identified priorities and the response phase (acute first emergency phase, stabilisation or transition phase, recovery and long term development phase) linked to the country strategy, including promoting the community’s resilience to future emergencies.
  • Contribute to the development of Disaster Risk Reduction and contingency planning with authorities.
  • Ensure that mainstreaming and integrating gender, social inclusion, HIV and protection issues are considered and incorporated.
  • Ensure that the public health demand and supply intervention projects address the special needs of Children, the elderly and disabled.
  • Contribute to the RHCC team, partners and benefitting communities to prepare a realistic work plan based on initial and subsequent assessments and monitoring throughout the project. This includes the introduction of mechanisms allowing children and women to participate in the decision-making process on all aspects of public health issues.
  • Provide timely information on the procurement needs for sanitation and behaviour change to the RHCC support team (logistics, finance) for a procurement plan following the program work plan.
  • Support the RHCC teams’ work with the local authority’s health officers and sanitary inspectors in applying the approaches for behaviour change to the local context, considering the WV Mozambique team’s and partners’ capacities.
  • Adapt and implement appropriate participatory behaviour change approaches for local capacity building.
  • Support the implementation of the planned interventions by the geographic RHCC teams, involving communities, partners and local authorities in the activities as appropriate.
  • Systematically assess the quality of work and its impact, whether completed or not, and make changes to ensure that quality standards (national, WVI and Sphere in humanitarian contexts) are met.
  • Monitor whether key commitments with communities and partners are achievable and respected.

2. Staff Capacity building

  • Contribute to assessing staff and partners’ development needs (including relevant local governmental departments).
  • Support district project officers in the implementation of RHCC software activities
  • Based on the assessment, support developing and implementing a capacity-building plan for staff and partners.

3. Reporting

  • Report regularly, orally and in writing, to the RHCC project manager, partners, and district teams on the progress of implementation and challenges encountered against targets set, highlighting constraints and proposing solutions to resolve the issues.
  • Participate in and maintain a timely and appropriate flow of information up and down the management line (including programmatic information, security issues, etc.)
  • Ensure behaviour change information is appropriately fed into databases at least weekly.

4. Partnership and capacity building

  • Apply flexible modalities when working with technical partners according to their capacity and experience.
  • Work closely with government and WV MEAL departments in conducting and interpreting Barrier Analysis and Design for Behaviour Change (DBC).
  • In collaboration with the DRR team, contribute to identifying the capacity-building needs of authorities and developing a reinforcement plan for behaviour change.

5. Coordination and Representation

  • Collaborate with the government in developing policies and undertaking behaviour change research.
  • Represent WV Mozambique at local, national and international sanitation and hygiene behaviour change meetings.
  • Support coordination and integration with other components of the RHCC project in Tete and Manica Districts.

6. Emergency response

It may be necessary to reassign the BCC to support the response to other emergencies. This will generally be at a similar level to this post with similar responsibilities. It may also be necessary to act up in a more senior role, including leading area-based response teams for public health.

SKILLS AND COMPETENCE:

  • Technical background in public health promotion and sanitation with a first or higher degree in a relevant subject (sociology, public health, nursing or environmental science, sanitation). Experience can substitute for qualifications but not vice versa.
  • A nursing background is preferred
  • Minimum of 5 years of practical experience in sanitation and behaviour change projects and programmes in a development context, preferably including some humanitarian expertise.
  • Substantial experience in community nursing, sanitary inspections, and sanitation marketing is essential.
  • Experience in working with local government authorities and communities
  • Good understanding and knowledge of the responsibilities of local government about sanitation and behaviour change in development and emergency contexts.
  • Experience with appropriate methods to address public health needs and taking into consideration cross-cutting issues such as gender and vulnerable groups
  • Good written and spoken Portuguese and English is essential.
  • Ability to present concise and clear reports and presentations at short notice addressing operational activities and needs/problems and related solutions/recommendations
