- Background
The Groundwater for Resilience project (GW4R) is a component of the World Bank financed Horn of Africa (HoA) initiative. The project is intended to increase sustainable access and management of groundwater as a key contributing factor to enhanced climate resilience of targeted communities. The project will strengthen the foundations for regional approaches to resilience building through an improvement of the knowledge base and institutional capacity related to climate shocks, and investments in enhanced groundwater supply and improved utilization.
GW4R addresses groundwater development in order to enhance living conditions and reduce and control the impacts of climate change. Strengthening the region’s capacity to assess, develop, monitor, and manage groundwater resources play a vital role in the ability of vulnerable communities to cope with and adapt to the effects of climate shocks. The GW4R is framed around four components: (i) Institutions and Information, (ii) Infrastructure and Investment, (iii) Inclusive Innovation, and (iv) project management, knowledge, and operation. The project initially focuses on three countries -Ethiopia, Kenya, and Somalia – and Somaliland and IGAD for the regional integration.
The Somalia component of the GW4R project is titled Abaar-Tir, a US$30 million equivalent operation that will support the Federal Government of Somalia (FGS), specifically engaging the Ministry of Energy and Water Resources (MoEWR), and the Federal Member States of Galmudug, Hirshabele, Jubaland, Puntland and South-West States, and Somaliland. Abaar-Tir is intended to strengthen sustainable management of groundwater and to ensure that the resource is available to people and communities, sustainably used, and fostering economic growth over time, also long after the project is concluded. Abaar-Tir consists of three main components. These are (1) build and rehabilitate infrastructure to improve groundwater supply and use; (2) building the institutional capacity and knowledge system of federal and member states to implement the project; and (3) project management and to arrange internal knowledge management and learning. Each component is subdivided into several sub-components and linked activities.
The NPCU will be headed by a Project Coordinator. In each Federal Member State, a Project Implementation Unit (PIU) will be established to implement investments in enhanced groundwater supply and community services.
2 Role and Responsibilities
The SWS FMS intends to engage an experienced Consultant Water Engineer to fill a vacant role within the PIU. The Engineer will be part of the Abaar Tir project PIU team.
The Water Engineer will contribute to the realization of all planned project activities linked to technical, engineering, and capacity aspects of water planning, development, maintenance, and monitoring. Tasks shall be undertaken in a timely, high-quality, and cooperative manner. The water Engineer will be a counterpart colleague to the National Water Engineer to the Abaar-Tir Project, based at the Federal Ministry of Energy and Water Resources, and in addition, project site engineers, consultants, and construction staff engaged by the FMS PIUs.
The Water Engineer will report to the Abaar-Tir FMS PIU Operations Manager and work in close collaboration with relevant departments of procurement and administration within the Abaar-Tir team, other line ministries, the federal PCU, and all engaged and contracted partners.
He/she will ensure that the project’s investments in enhancing water supply are in strict compliance with existing guidelines and manuals. This includes the Project Operations Manual (POM) and all appropriate and relevant best practices and international standards
Support rural water supply schemes construction and rehabilitation
Support the state Ministry of Energy and Water Resources, PCU and the PIU team in the implementation and management of the Abaar-Tir Project activities as follows
This includes:
- Support the PIU Operation Manager on all technical issues linked to water infrastructure development, management, and monitoring.
- Advice and supervise the work of consultants on the identification and assessment of aquifers and groundwater development potential.
- Assist in the review of the Project workplans and individual work programmes of contractors, consultancy firms, and individual consultants.
- Support design reviews, construction material survey and assessment of local contractors’ capacities, identification of utilities, etc.
- Liaise with Local Governments and community elders on project-related consultations, data collection and service design.
- Monitor and report on site progress and provide an accurate record of status using the Abaar-Tir project’s MIS tool.
- Coordinate and monitor the preparation, implementation, and supervision of investment plans for groundwater infrastructure development and rehabilitation (deep wells, shallow wells, sand dams, small-scale rainfall, and runoff harvesting structures).
- Coordinate and monitor the preparation, implementation and supervision of engineering and construction plans for water infrastructure and rehabilitation work.
- Support sustainable O&M of supported rural water infrastructure supported under the project including through introduction of innovations.
- Inspect and verify contractors’ equipment at tender stage; inspect equipment, materials and workforce mobilized to site; and maintain records of the same
- Any other technical duties that may be requested by the MoEWR in the interest of the project

- SELECTION CRITERIA.
The Water Engineer should have the following qualifications and experience.
- Bachelor’s Degree from a recognized university in one of the following disciplines: groundwater hydrology, civil /water Engineering, Hydraulic Engineering;
- A minimum of Six (6) years of relevant professional work experience, including working on groundwater surveying and water points development, planning and supervision of groundwater/water infrastructure construction, and installation works and engineering services.
- Experience in water engineering and development work in Somalia.
- Work experience in projects funded by an international donor.
- Fluency in English and Somali languages.
- Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
4 REPORTING
- Prepare project reports aligned with the deliverables schedule below and as requested by the operation manager, MoEWR or the NPCU.
- Perform any other duties relevant to the project as may be assigned from time to time by the PIU Operation Manger, NPCU or the MoEWR.
5 DURATIONS:
The duration for the assignment is initially for a one (1) year period with an extension based on project duration, availability of budget and satisfactory performance.

Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
