A) Background | |
Water For People (WFP) is a global nonprofit organization working to address the water crisis and equip communities with lasting access to clean water and sanitation services – for Everyone Forever. WFP partners with local governments, businesses, and individuals, providing the support they need to bring clean water and sanitation systems to their own communities. WFP India was established in 2008 in alignment with the global vision and mission to provide improved access to water and sanitation in rural areas and urban. Water For People India aims to provide universal access to safe drinking water, sanitation, and improved hygiene practices, sustained by local institutions, government, and private sector. WFP India is an affiliate of WFP, USA. WFP India is operational in the state of West Bengal, Bihar, Maharashtra, Assam and Odisha, and reached 2.6 million people through community drinking water, WASH in public institutions, and market led approaches to sanitation. WFP is supporting some state governments by providing technical support to implement the national flagship programs of JJM and SBM. | |
B) Objectives | |
The objective of this Request for Proposal (RFP) for empanelment is to create a pool of subject matter experts with specialized knowledge and expertise in Water Sanitation and Hygiene, and Water Resource Management. This includes delivering targeted research and writing services to support WASH initiatives while incorporating health, livelihood, environmental sustainability and climate change adaptation strategies, with a particular focus on WRM. Consultants from this empanelled pool will be engaged on the negotiated fixed rate and duration for an assignment basis to support both new and ongoing projects within the WFP. For new initiatives, empanelled consultants will be responsible for gathering data, developing and reviewing concept notes and proposals, providing expert thematic input, and making necessary recommendations to enhance proposal/RFP submissions and refining the proposal based on feedback received, in close coordination with the designated WFP contact. Consultants will gather essential information and support the development of concept notes and proposals for various WASH initiatives. | |
C) Scope of work | |
The consultant’s responsibilities include, but are not limited to: Explore the RFPs/ grants align with the mission and vision of Water For People. Developing concept notes and proposals, budgets and other documents that may be required to be submitted by Water For People. Conduct primary or secondary research to gather relevant information, as needed. Deliver subject matter expertise encompassing technical, social, policy, and location-specific insights, supported by robust data and evidence. Preparing strategic Results Framework including Theory of Change, monitoring and evaluation system for the proposals. Extend support in facilitation of pre-bid meetings, proposal discussion with donor. Any other support as required. | |
D) Deliverables | |
The consultant is expected to provide the following deliverables: Concept Note and Proposals with evidence-based need for the proposed interventions, suggestive list of possible activities, rationale of thematic alignment, budget estimates, detailed result framework for any proposal they may work on. Identification of relevant RFPs and share the recommendation with the WFP. | |
E) Eligibility Criteria The ideal consultant(s) should possess: Advanced degree in the field such as Development Studies, Public Health, Hydrogeology, Economics, etc. Minimum of five years of experience in proposal writing, evaluation, or program management in the development or nonprofit sector. Demonstrated expertise in writing and reviewing proposals and knowledge of relevant sectoral approaches (Water, Sanitation, Public Health, Livelihood, Education, Climate Change and DRR). Strong analytical skills, attention to detail, and the ability to make objective, evidence-based suggestions. Excellent written and verbal communication skills. Familiarity with donor requirements and expectations for proposals is highly desirable. | |
F) Timeline | |
