Environmental Public Health – Office of Drinking Water – Policy and Planning Section

This is a remote/home-based, full-time, permanent position.   

The Department of Health is dedicated to improving the health of all people in Washington State. The Environmental Public Health Division works with local governments and agencies on vital health and safety issues, including water quality, food safety, and health risk assessments.

Join our Office of Drinking Water (ODW) to support safe and reliable drinking water for Washington’s communities. As the Senior Planner (EP4), you will lead the Capacity Development Program and oversee essential functions critical to ODW’s mission.

Key Responsibilities:

  • Lead the implementation of ODW’s Capacity Development Strategy and annual EPA report.
  • Develop and revise complex environmental programs, policies, and regulations.
  • Coordinate and track activities related to rules, policies, and special projects.
  • Analyze legislative and rule proposals related to water quality, drinking water lab accreditation, and other water issues.
  • Provide technical assistance for the Water Use Efficiency Program, ensuring accurate reporting and maintaining the Water Use Efficiency database.

Qualifications:

  • Strong knowledge of environmental programs, regulations, and policies, specifically related to drinking water.
  • Experience in policy development and interagency collaboration.
  • Ability to analyze legislative and rule proposals for environmental issues.
  • Leadership skills to manage complex programs and initiatives.

Location and Flexibility 

We value work-life balance and offer the convenience of remote work! This position will give you the option to work from home or from the closest DOH facility. Attending in-person events or working In-office is rarely required and would be scheduled in advance. This is a remote home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.

Required Qualifications: 

Option 1 At least 10 years of professional experience in one or more of the following areas: water system policy development and analysis, coordination or oversight of water issues or regulations, environmental quality protection or compliance, or land use planning.

Option 2 At least 2 years of working at the job classification of Public Health Advisor 3 or Environmental Planner 3 with experience in one or more of the following areas: water system policy development and analysis, coordination or oversight of water issues or regulations, environmental quality protection or compliance, or land use planning.

Option 3 A Bachelor’s degree involving major study in natural, physical or environmental science, environmental health, environmental law, land use planning, or other allied field; AND At least 6 years of professional experience in one or more of the following areas: water system policy development and analysis, coordination or oversight of water issues or regulations, environmental quality protection or compliance, or land use planning.

Option 4 A Master’s degree involving major study in natural, physical or environmental science, environmental health, environmental law, land use planning, or other allied field AND At least 4 years of professional experience in one or more of the following areas: water system policy development and analysis, coordination or oversight of water issues or regulations, environmental quality protection or compliance, or land use planning.

AND for all options

Journey-level experience effectively organizing and analyzing data using Excel

Preferred Qualifications:

Knowledge of Program, Services and Policies – Experience and knowledge of state and federal drinking water regulations and policies.
