- Background
The Government of Malawi (GoM) through the Ministry of Finance (MoF) has obtained funding towards the cost of the Regional Climate Resilience for Eastern and Southern Africa 2 (RCRP). The EP&D intends to apply part of the proceeds of this financing to eligible payments under the contract for consultancy services to carry out bathymetric survey on the shire river.
The EP&D invites applications from suitably qualified and interested consultants to carry out consultancy services of bathymetric survey on the shire river, recruited as firm following World Bank Regulations dated September 2023.

- The Objectives of the Assignment
The primary objective of this consultancy is to carry out bathymetric survey on Shire River in-order to obtain accurate and reliable depth measurements of the surveyed area, to map the bathymetry and identify underwater features, including channels, shoals, submerged obstacles, and changes in the seabed’s topography . The exercise further will involve collecting additional data, if required, such as water temperature, salinity, and turbidity and to provide a comprehensive and up-to-date dataset that can be used for water resource management, flood mitigation, navigation, hydrographic research, coastal zone management, or any other specified purposes.
- Responsibilities of the Consultant
The Consultant shall carry out the services in a professional manner in keeping with internationally accepted standards, using qualified and appropriate staff. The Consultant may add additional experts deemed necessary to successfully undertake the assignment, but at no extra cost to the client. These additional experts shall endeavour to implement the services with diligence and within the time frame agreed upon in the contract. The Consultant shall furnish to the Client updated curriculum vitae (CVs) of each team member proposed for the assignment. The Consultant’s staff shall be ready and willing to work with project staff.
The Consultant shall be responsible for complying with all applicable regulations regarding staff, including but not limited to staff salaries, benefits, and welfare. The Consultant shall also be responsible for freight, travel (including visas) and any other costs for the team members. The Consultant shall not be allowed to change the key team members from the team in the technical proposal. Notwithstanding the above, the Consultant shall replace any other staff member who is unable to carry out the work or is considered by the Client to be unsuitable, with similar or better-qualified members of staff acceptable by the Client.
The Consultant shall be responsible for its office support costs, the cost of housing and all office equipment, needed for the assignment. The Consultant shall be responsible for arranging and meeting the cost of all supporting services e.g. printing of reports. In particular:
- Consultant Office: Office space can be rented by the Consultant in the main city for each district of the assignment. Provisions for adequate office space should be made in the proposal.
- Transportation: The Consultant shall provide and pay for all costs of transportation for its staff for the duration of its services. In line with the available budget, and after consultation with the Client, the Consultant shall procure a vehicle(s) for the assignment.
- Equipment and Furniture: Proposals by the Consultants should include provisions for office equipment and furniture, and surveying/mapping equipment.
At the end of the contract, all items (including vehicles) procured for the assignment (and included in the cost schedule proposal), or for which reimbursement was claimed and received shall be handed over to the Client (National Water Resources Authority as technical team lead and beneficiary). The Consultant shall also keep complete records of all services and works carried out and handover to the Client all documents, working papers, calculations and computer data produced during the assignment.
- SCOPE OF WORK:
The bathymetric survey shall include the following tasks:
a. Pre-survey preparations: This involves desk research and data collection, including acquiring existing charts, maps, and any available hydrographic data of the survey area. Additionally, identifying survey equipment, mobilizing vessels, and ensuring safety protocols are in place.
b. Survey execution: Conducting the bathymetric survey using suitable survey techniques and equipment. The survey shall cover the specified area and adhere to agreed standards and procedures, such as International Hydrographic Organization (IHO) guidelines, where applicable.
c. Data processing and analysis: Processing the collected survey data, ensuring quality control checks, and generating accurate bathymetric charts or grids. This includes identifying and eliminating artifacts or anomalies while maintaining spatial accuracy and appropriate vertical reference.
d. Reporting and deliverables: Preparation of a comprehensive report that includes survey methodologies, data processing approaches, and the results obtained
- Deliverables
The consultant is expected to deliver the following:
- Inception report; This will include detailed schedules, survey methodologies, data processing, analysis and presentation approaches.
- Six section survey reports that covers the whole length of the Shire River.
- Detailed hydrographic maps in both soft and hard copy formats including raw data.
- Draft final report (which include findings, detailed analysis, recommendations and detailed hydrographic maps).
- Final report (which include findings, detailed analysis, recommendations and detailed hydrographic maps)-10 copies.
6. TECHNICAL AND CAPACITY REQUIREMENTS
6.1 KEY AREAS OF EXPERTISE
The successful bidder must demonstrate extensive experience in water resources management (hydrographic or sediment load transport or hydrology ) and mapping in countries within the Sub-Saharan region. Knowledge in local (Malawi) languages, culture and laws will be an added advantage.
6.2 KEY PERSONNEL REQUIREMENTS
It is expected that the successful bidder will field adequate numbers of qualified key personnel who will play different roles in the assignment. It is anticipated that the successful bidder would put forward a proposal outlining how the following generic skill sets (and others the bidder feels are required) will be fielded and effectively applied to support timely implementation and management of the assignment.
- Team leader should have a minimum of master’s degree in Land Surveying or Water Resources Management, Water resources engineering, hydrology and at least 10 years of demonstrated experience in water resources/hydrology management or surveying.
- Water Resources Management Specialist should have a minimum of degree in Hydrology, hydrogeology, Engineering, Water Resources Management. Should have at least 5 years of demonstrated experience in water resources surveys or hydrographic surveys.
- Hydrographic Surveyor should have a minimum of degree in Land surveying with specialization in hydrographic survey category B. Should demonstrate at least 5 years’ experience in carrying out in hydrographic surveys.
- Hydrographic/ Water Resources Technicians should have a minimum qualification of a diploma or its equivalent and at least 5 years’ experience in hydrographic or water resources surveys.
7. DURATION OF ASSIGNMENT AND ESTIMATED STAFF INPUT
The Assignment is expected to be completed within a maximum period of 12 months. The following is the estimated staff input for the assignment.

8. REPORTING AND SUPERVISION ARRANGEMENTS
In all contractual aspects of this assignment, the Consultants will report to the Project Coordinator in Lilongwe through the National Water Resources Authority. For day-to-day functional coordination and guidance, the Consultant will work directly under the Director of Water Resources Management and Development in the National Water Resources Authority.
8. RESPONSIBILITIES OF THE CONTRACTING PARTY
The Project Management Unit (PMU) as the agency of the contracting party through National Water Resources Authority, will be responsible at the central level and it shall ensure clearance and feedback on reports. The client will provide feedback on any submitted deliverable within a maximum period of fourteen (14) unless otherwise stated.
