Location: Chhatarpur & Niwari Districts in Madhya Pradesh
About the Project
Parmarth Samaj Sevi Sansthan is implementing the project “Upscaling WASH-systems-strengthening in fragile and developing contexts to achieve SDG 6“in Chhatarpur and Niwari districts of Madhya Pradesh with the support of Federal Ministry for economic corporation and development and Welthungerhilfe. The project involves substantive systems strengthening interventions being implemented at the micro (community and service provider), meso (district) and macro (provincial and national) levels. The programme has a focus on rural water supply and on solutions to water scarcity, water quality and the impacts of climate change. It includes significant components on capacity building at different levels, as well as strengthening accountability and inclusive planning processes. It aims at influencing sector legislative and policy processes at state and national levels.
Project outcomes
The programme has been planned and initiated from 01st of December 2021 to 30th of April 2025 (41 months).
The programme is being implemented focusing on the follows –
- Outcome One (Microlevel): Village level institutions are capacitated to plan and access government programmes on WASH and operationalize a revenue model for service delivery and maintenance
- Outcome Two (Meso level): District level WASH plans in Chhatarpur and Niwari districts prepared through participatory bottom-up processes
- Outcome Three (Meso level): Improved governance structures for WASH services established to bring more transparency in WASH service delivery in intervening districts
- Outcome Four (Macro level): Strengthened public accountability and mobilization for water rights issues
Impact Study
The project has achieved significant outcomes against the indicators. The objective of the impact study is to explore and assess the progress and its impact at all three levels- micro level, meso level and macro level.
Objective of the study
- Situation analysis of water and sanitation in the districts
- This section should focus on changes in WASH situation pre project scenario and current scenario
- Current level of capacities of the institutions, VWSC, level of participation of communities, role and preparedness of the Local Governance and how the project interventions have enhanced their capacities
- Assessing Water, Sanitation, and Hygiene (WASH) behaviour change among the communities
- Impact of Interface meetings, coordination meetings to understand how in government line departments/ JJM/ PHED (Public Health Engineering Department) accountability and monitoring has increased due to project interventions
- Overall impact of the project considering building blocks and how it has strengthened the building blocks- pillar of system strengthening approach of the project to assess the effectiveness of system strengthening approach in promoting sustainable Water, Sanitation, and Hygiene (WASH)
- Major recommendations/ways forward- This section should consolidate specific recommendations.
Expected deliverables
- Inception Report (includes evaluation design, Methods of data collection and analysis, sampling, work plan, roles of the team, limitations etc)
- Preparation and submission of data collection tools for both quantitative and qualitative data
- Data and information collection from the districts
- Data analysis and PowerPoint presentation of preliminary findings.
- Preparation of study report and sharing to Parmarth team for their feedback
- Finalization of report based on feedback from Parmarth team.
- Submission of final impact study report.
Requirement:
Parmarth is looking for qualified and competent agencies/individuals’/ consultants who can undertake this impact study. The individual/ agency should have at least 10 years of experience in conducting research/ studies at state and national levels with competency. The agency/ consultant should be having a competent team well versed in data collection methodologies and data collection. The agency/ consultant should be having competency in preparing high quality research and study reports that can be shared with state and National level stakeholders
