Objective and Purpose of the Assignment
The main objective of the assignment is to conduct a feasibility study for the commercial agricultural
development (CAD) component and update the water balance study.
Scope of Work
The scope of work mainly focuses on assisting and providing inputs in conducting a feasibility study for
the commercial agricultural development (CAD) and the water balance study (WBS) components.
Detailed Tasks and/or Expected Output
- Assist the international irrigation specialist in assessing tertiary irrigation systems in the NCPC
service area, evaluate the existing irrigation systems, and propose modernization options to be included
in the CAD; - Together with the international irrigation specialist, prepare feasibility-level design of the
proposed pressurized pipe irrigation systems in consultation with local agriculture specialists and
farmers based on the selected cash crops and local conditions; - Coordinate topographical survey and geotechnical investigations necessary for fulfilling feasibility-
level design; - Advice the procurement specialist on procurement packages for the modernized irrigation systems and
implementation arrangements; - Provide inputs for cost estimates of the CAD feasibility study;
- Assist in the WBS update; and
- Timely submit required reports by following schedule (including joint reports with the international
irrigation specialist):
a. Feasibility-level design of modernized irrigation systems (draft design within 3 months after
commencement and final design with 5 months after commencement);
b. Inputs for cost estimates of the CAD feasibility study (draft inputs within 3 months after
commencement and final inputs with 5 months after commencement); and
c. Inputs for the WBS update (draft inputs within 3 months after commencement and final inputs with
5 months after commencement).
Minimum Qualification Requirements
- Bachelor’s degree or above in irrigation, civil engineering, or a related field;
- At least 10 years of work experience in feasibility study, design, and implementation of similar
projects; and demonstrated competencies in leading feasibility study of irrigation modernization,
especially in pressurized pipe irrigation networks such as drip and/or sprinkler irrigation; - Experience with ADB, the World Bank, and other IFIs will be an advantage.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 7 Years
