Overview:
The Oak Ridge National Laboratory (ORNL) is seeking an experienced Technical Staff member for the Clean Water Act/NEPA Program group within the Environmental Protection Services Division (EPSD). The EPSD is responsible for implementing programs that enable ORNL’s science missions through effective regulatory compliance support, specifically by facilitating ORNL compliance with Federal and State RCRA/Air/Clean Water Act/TSCA/USDA regulatory requirements and applicable Department of Energy (DOE) Orders.
Major Duties/Responsibilities:
- Implementing and advising on Clean Water Act (CWA) regulatory compliance,
- Informing/discussing with ORNL organizations or the organization’s Environmental Compliance Representative CWA requirements associated with their existing or proposed operations or research activities,
- Engaging other EPSD Subject Matter Experts (SMEs) as needed to make sure planning and project designs meet required regulatory, permit and DOE requirements,
- Implementing requirements contained within the ORNL NPDES Industrial Discharge Permit,
- Preparing CWA permits required for ORNL operation or research activities,

Specific responsibilities:
- Review, analyze, and interpret state and federal CWA laws, regulations, and other requirements, and communicate findings with ORNL management and staff to facilitate compliance,
- Review and provide environmental compliance input to planning and design projects, which includes knowing when to pursue input from other EPSD subject matter experts (SMEs),
- Develop CWA permitting strategies that maximize operational flexibility and minimize compliance vulnerabilities,
- Develop and implement procedures, subject areas, and training, as appropriate to support ORNL CWA compliance needs,
- Prepare required regulatory reports for onsite and offsite ORNL operations,
- Conduct inspections and compliance investigations of onsite and offsite ORNL operations,
- Communicate with ORNL wastewater generators and assist in developing water quality improvement actions,
- Communicate with, local, state, and federal regulatory agencies as needed in support of ORNL mission needs, and
- Must abide by the principles of Safe Conduct of Research including being personally responsible for ensuring safe operations by raising safety concerns, using a questioning attitude, considering hazards for every task, and never stop learning.
Basic Qualifications:
- BS Degree in Science or Engineering
- A minimum of 5 years of experience in implementing CWA environmental regulatory requirements and general knowledge of other environmental regulatory areas
- Computer proficiency (Microsoft Office products)
Preferred Qualifications:
- BS or MS Degree in Environmental Engineering or Environmental Science
- Knowledge of reviewing and interpreting engineering plans and specifications,
- Knowledge and experience in the DOE system,
- A track record of successful interaction with internal and external customers including environmental regulators,
- GIS experience,
- Excellent organizational, written and oral communication skills,
- Motivated self-starter with the ability to work independently, within a team and to participate creatively in collaborative teams across the laboratory, and
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
