The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience Projects (NCCR) and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) is to provide technical assistance in facilitating a 2‐day regional media training workshop, which will involve journalists from each of the 4 Eastern Nile Basin Countries (Egypt, Ethiopia, The Sudan and South Sudan). The aim of the training is to build the capacity of media in the region by equipping them with information and knowledge that will enable them to report authoritatively on issues surrounding Nile Cooperation and the Eastern Nile Basin. The assignment will involve designing a 2‐day training programme, including developing topics of discussion for the entire duration of the training workshop in consultation with ENTRO’s Social Environment and communication Unit. Develop a methodology on how the assignment will be conducted. The methodology will be finalized following feedback received from ENTRO, facilitate discussions on Nile Cooperation and its role in water resources management and broader economic development between ENTRO water resources management experts and the journalists, select best practices and examples of basin‐wide cooperation to be showcased during the training and organize each day’s programme in a time‐efficient manner to ensure achievement of the two day’s objectives. The consultant will Produce a report at the end of the training workshop summarizing the (i) methodology and content developed to prepare for the workshop and (ii) the outcomes of the training workshop with findings, conclusions, and recommendations for future trainings and for cultivating a network of informed journalists in the Eastern Nile region. The Consultant will be engaged for fifteen staff days (over a period of two months) with expected start date third week of December 2024, ensuring full consistency with the TOR attached or referred to in this REOI .

The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are information indicating their professional capability and experience to perform the services ;( qualification, description of similar assignments, relevant work experience in similar conditions, availability of appropriate skills and Language proficiency). The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations of Procurement for Investment Project Financing (IPF) Borrowers” July 2016 [revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Individual Consultant Selection method, Procurement Regulations for Investment Project Financing (IPF) Borrowers, November 2020.
