The Government of Mozambique (GOM) has received grant funds from the World Bank toward the cost of the Rural and Small Towns Water Security Project (RSTWSP). The overall Project Development Objective (PDO) of RSTWSP is to increase access to improved water and sanitation services in selected small towns and rural areas of Mozambique. The project focuses primarily on (a) increase number of people provided with access to improved water supply services; (b) increase number of people provided with access to sanitation services under the Project. The GoM has requested the World Bank to support the RSTWSP Mid-Term Review study to be held in March 2025, by engaging a consulting firm on short term, to evaluate the project implementation progress, achievements to date and identify any adjustments to the project design to enhance the project performance and contribute to the achievement of the project results. The assignment also includes the development of concept note for a second phase of the project, the concept note template will be designed to align with the Table of Contents of a World Bank PAD. The consulting firm will prepare a mid-term review report aiming at assessing project implementation performance to date, review and advise on key project risks and strategic interventions aimed at mitigating the technical, environmental and social risks for the achievement of the overall objectives and the project indicators. The consultancy services (“the Services”) will include the following activities: (a) Review the project overall performance, impact, output, activities; implementation and, if necessary, propose changes to improve the likelihood that outcomes are achieved; (b) Critical analysis on Results framework matrix; (c) Propose and design changes that may be necessary to achieve the targeted outcomes and outputs; (d) Assess the degree of compliance with the project’s fiduciary and safeguards (e) aspects and with project legal covenants in the financing agreement and based on that reassess project risks, identifying any new risks that need to be taken into consideration; (f) Produce a detailed Mid-Term Report with deep analysis on activities implementation including recommendations; (g) Hold consultations with communities, implementing entities, the World Bank and other stakeholders to understand what activities and locations could be considered for a second phase of the project should additional financing be secured.

The National Directorate of Water Supply and Sanitation (DNAAS), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- A reputable consultancy firm with at least ten (10) years of experience in strategy development and implementation, public sector restructuring and development, monitoring and evaluation of development projects.
- The Consultant should be fully conversant with donor funded project reviews with at least two (2) similar activities in the last five (5) years. Experience with World Bank funded projects would be an additional advantage.
- Experience with the World Bank’s Environmental and Social Standards and the World Bank’s Health and Safety Guidelines as well as their application.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
