REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION)

ASSIGNMENT TITLE: ENVIRONMENTAL SAFEGUARDS SPECIALIST

REFERENCE No.: WRA/HOAGW4RP/CS/IND/02/2024-2025

  1. The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP), and intends to apply part of the proceeds for the payment of consulting services for an Individual Consultant –Environmental Safeguards Specialist.
  1. The Objective of the Consultancy Services will be to ensure that the project results contribute to environmentally and socially sustainable groundwater resources management in the targeted project area.
  1. The consulting services (“the Services”) include: Provide technical support and guidance to Water Resources Authority staff, consultants and contractors involved in the project at national, Basin and Sub Basin levels in implementation of environmental instruments for the Horn of Africa Groundwater for Resilience Programme. Ensure that environmental considerations are integrated into all project phases and activities in order to enhance environmental conservation, and achieve compliance with the Project’s environmental requirements as outlined in the Environmental and Social Commitment Plan (ESCP).

  1. The Water Resources Authority now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the form of a curriculum vitae (CV) and other relevant testimonials, including professional and academic certificates. The shortlisting criteria are:
  2.  At least a bachelor’s degree in environmental science or related field.
  1. Be a registered Lead Expert in Environmental Impact Assessment (EIA) registered with NEMA. Additional registration with the Directorate of Occupational Safety and Health Services (DOSHS) is an added advantage
  2. Have a broad understanding of the National Environmental Laws, Policies, regulations and the World Bank Environmental and Social Framework (ESF);
  3. At least 5 years’ experience in developing and implementing environmental and social safeguards on World Bank and other donor-financed projects.
  4. Knowledge and onsite practical experience in assessing environmental and occupational health and safety risks and hazards related to construction and operation of water resources projects.
  5. Proficiency in computer applications including but not limited to MS Word, Excel, Power Point
  6. Excellent communication/interpersonal skills and ability to work harmoniously in teams, government officials and communities.

  1. The duration of the individual consultancy services is twelve (12) months.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 
  1. A Consultant will be selected in accordance with the individual consultant selection (ICS) method set out in the Procurement Regulations.

  1. Expressions of interest must be delivered in a written form to the address below (in person, or by e-mail) so as to be received on or before Tuesday 26TH November, 2024 at 1000Hours, Kenya local time. (GMT+3 hours).
