ASSIGNMENT TITLE: SOCIAL SAFEGUARDS SPECIALIST

- The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP), and intends to apply part of the proceeds for the payment of consulting services for an Individual Consultant – Consultancy Services as an Individual Social Safeguards Specialist.
- The Objective of the Consultancy Services will be to ensure that the project results contribute to environmentally and socially sustainable groundwater resources management in the targeted project area.
- The consulting services (“the Services”) include: Guide, review and quality control all Social instruments prepared for the projects and all sub-projects implemented by Water Resource Authority (sub-components 1a and 2b) i.e. Social Impact Assessments (SIAs), Social Management Plans (SMPs) etc. to improve quality of the output consistent with the Terms of Reference (ToRs), project Environmental and Social Management Framework (ESMF), Labour Management Procedures (LMP), Stakeholder Engagement Plan (SEP), Gender Based Violence/Sexual Exploitation and Abuse – Sexual Harassment Action Plan (GBV/SEA-SH AP), Resettlement Planning Framework (RPF), World Bank Environmental and Social Standards under the Environmental and Social Framework (ESF), Environmental and Social Commitment Plan (ESCP) and applicable national laws, legislation and regulations; In line with the project ESMF, LMP, SEP, RPF, GBV/SEA-SH AP and ESCP, provide guidance to the task team and prepare internal social guidelines for the preparation, implementation, monitoring and reporting of social risks. Provide input to Contractor selection processes, ensuring that the social aspects are included into the bidding and contract documents

- The Water Resources Authority now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the form of a curriculum vitae (CV) and other relevant testimonials, including professional and academic certificates. The shortlisting criteria are:
- Master’s degree in social science or equivalent qualification from a recognized institution.
- Bachelor of Arts Degree in social science (sociology, anthropology, community development, social work or related field)
- Experience in working with the World Bank’s Safeguard policies and/or the ESF and have demonstrated experience in successfully preparing, reviewing and implementing ESIAs, ESMPs and RAPs
- At least 10 years’ relevant work experience in the Public Service or Private Sector, mainly social risk management experience.
- At least 5 years’ demonstrated experience in developing and implementing social safeguards and Environmental and Social Framework on World Bank projects or any other multilateral agency.
- Excellent communication, facilitation, and interpersonal skills, with the ability to work effectively with diverse stakeholders and build consensus.
- Strong understanding of social issues, cultural dynamics, and community engagement methodologies in Kenya, particularly in rural contexts.
- Proficiency in English and Swahili, both written and spoken.
- The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, revised August 2018, and revised November 2020 which can be found at the following website: www.worldbank.org/procurement
- The duration of the individual consultancy services is twelve (12) months.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the individual consultant selection (ICS) method set out in the Procurement Regulations.
