Job Title: Global WASH Manager
Location: Remote, with periodic travel to project locations (Indonesia, Uganda, etc.)
Reports To: Executive Director
Position Overview
The Global WASH Manager will play a critical role in planning, implementing, and overseeing WASH programs across Surge’s operational regions. This position requires a strong understanding of WASH interventions, experience managing programs in resource-limited settings, and a collaborative approach in working with local partners, government agencies, and international stakeholders. The Global WASH Manager will ensure that Surge’s projects meet high standards of impact, sustainability, and community involvement, scaling solutions to reach more people and change more lives.
Key Responsibilities
Program Planning & Implementation
- Collaborate with local stakeholders to understand WASH goals and how they align with broader community needs.
- Develop culturally sensitive WASH programs with local partners that align with Surge’s strategic goals and international standards.
- Manage program budgets to ensure efficient use of resources while maintaining quality and compliance with donor requirements.
Capacity Strengthening
- Provide technical support and training to local partners and staff, encouraging the exchange of ideas, lessons, and innovations.
- Promote a learning culture within Surge through sharing best practices and continual improvement.
Partnership Development
- Foster strong relationships with local partners, NGOs, governments, and donors for effective project implementation.
- Develop and expand partnerships to increase the reach and impact of Surge’s WASH programs.
Monitoring & Evaluation (M&E)
- Develop and implement M&E frameworks to track progress, analyze data, and refine program design and delivery.
Technical Expertise
- Provide technical expertise on WASH infrastructure, including water access systems, filtration technologies, and hygiene strategies.
- Utilize mWater, a data-driven platform, to track and evaluate project outcomes.
Sustainability & Innovation
- Design projects with sustainability in mind, leveraging local resources and technologies.
- Explore innovative WASH solutions, ensuring they fit local cultural, resource, and stakeholder contexts.
Project Reporting
- Collaborate with management to set objectives and key milestones for projects.
- Regularly report on project progress, challenges, and achievements to internal and external stakeholders, maintaining thorough documentation.
Development Support
- Assist with technical content in funding proposals and project plans.
Thought Leadership
- Share Surge’s impact at conferences, through publications, and by creating stories from the field.
- Keep staff informed on relevant programming updates via briefing notes and updates.
Travel
Periodic travel (at least once a year) to project locations in Uganda, Indonesia, and other regions as needed to oversee project implementation, support partners, and ensure quality.
Qualifications
Basic Qualifications:
- Bachelor’s degree International Development, Environmental Science, Engineering, or related field (or substitute for the degree with 7 years of experience in WASH program management in low-resource settings).
- 3+ years of experience in WASH program management, ideally in low-resource settings.
- Strong technical knowledge of WASH infrastructure, behavior change communication, and community-led approaches.
- Experience working with international NGOs, local governments, and community-based organizations.
- Proven ability to design and implement monitoring and evaluation frameworks for WASH programs.
- Familiarity with mWater or similar data-driven management platforms.
- Experience developing high-quality reports and documentation.
- Excellent cross-cultural communication and leadership skills to manage diverse teams and stakeholders.
- Passion for Surge’s mission and commitment to community-driven, sustainable solutions.
- Fluency in English (Written and Spoken).
Preferred Qualifications:
- Master’s degree in Public Health, International Development, Environmental Science, Engineering, or related field.

Salary starting from $70,000, commensurate with experience and qualifications
