The primary objective of this assignment is to develop a comprehensive and forward-looking strategy for the AWF that will position the Facility to achieve its long-term goal of improving the quality of life for urban and rural communities in Africa. The specific objectives of the assignment include:
- Conducting a rapid review of the AWF’s performance and achievements based on the end-of-term evaluation of the 2017-2025 strategy undertaken in 2024. Take note of the main findings (positive and negative) of the evaluation, and reflect upon them in the subsequent steps of the formulation of the Strategy 2026-2030.
- Reflecting on the evolving needs of the water and sanitation sector in Africa, and identifying key trends, challenges, and opportunities for the sustainable management and development of the sector.
- Developing a clear pathway for the AWF during the strategic period to be covered, that aligns with the broader goals of the African Development Bank Group, the Second Ten Year Implementation Plan (2024-2033) of Agenda 2063, and the Sustainable Development Goals (SDGs).
- Defining the AWF Theory of Change (ToC), strategic priorities, pillars and objectives for the AWF for the period 2026-2030.
- Developing a broad implementation plan outlining the actions, resources, and partnerships required to achieve the strategic objectives.
- Developing a monitoring and evaluation framework to track progress and measure the impact of the AWF’s interventions over the duration of the new strategy.
