A)              Background
Water For People (WFP) is a global nonprofit organization working across nine countries in Latin America, Asia, and Africa to address the global water crisis and equip communities with lasting access to clean water and sanitation services – for Everyone Forever. WFP partners with local governments, businesses, and individuals, providing the support they need to bring clean water and sanitation systems to their own communities. WFP India was established in 2008 in alignment with the global vision and mission to provide improved access to water and sanitation in rural areas and urban. Water For People India aims to provide universal access to safe drinking water, sanitation, and improved hygiene practices, sustained by local institutions, government, and private sector. WFP India is an affiliate of WFP, USA. WFP India is operational in the state of West Bengal, Bihar, Maharashtra, and Odisha, and reached 1.2 million people through community drinking water, WASH in public institutions, and market led approaches to sanitation.
B)              Objectives
WFP is supporting the state governments as a technical support agency through the Technical Support Unit (TSU) model. The TSU model builds on WFP’s proven practices to innovate and scale impactful WASH solutions. WFP with its technical expertise, experience of various community-based drinking water and sanitation projects, and work with diverse stakeholders, has been playing a positive role in supporting governments of West Bengal, Bihar, Maharashtra, and Assam through the TSU model. Through the TSU, WFP aims for effective implementation of Water and Sanitation Programs (JJM and SBM) at scale in different states of India with a clear pathway for replication. With the TSU model seeing success in the 4 states it has been implemented in, WFP India intends to expand the adoption of the TSU model geographically and thematically by further collaborating with other state governments.

WFP India is looking for an external consultant/agency to develop a comprehensive knowledge product that effectively communicates the TSU model, its implementation in 4 states and 8 districts impact, and potential for replication. The resulting document will clearly articulate the TSU model’s key components, operational procedures, and governance structure. It will delve into a comprehensive analysis of the model’s impact on WASH service delivery, public health, socio-economic development in communities, and civil society’s role in supporting government machinery.

The document will also distil critical insights and best practices from the TSU model’s implementation, highlighting valuable lessons learned. By crafting a compelling narrative that showcases the model’s innovative approach, positive outcomes, and potential for scaling, the document will inspire and inform a wide range of stakeholders including state government actors, civil society organizations, philanthropic donors, bilateral and multilateral institutions, etc.
C)              Scope of work
The consultant/Agency is expected to undertake the following tasks:
1) unpacking the TSU model
2) Articulate impact with evidence and testimonials

1.                Document the evolution of TSU model since its inception-
a.                Trace the evolution of the TSU model, highlighting key milestones and lessons learned from its implementation in the four pilot states (Bihar, West Bengal, Maharashtra, and Assam) and eight districts.
b.               Analyze the factors that contributed to the model’s success and identify areas for improvement.
2.                Assess the impact of TSU model
a.                Evaluate the TSU model’s impact on WASH service delivery, public health, and economic development at both the community and state levels.
b.               Identify specific outcomes and benefits achieved through the TSU model, such as increased access to safe water, improved sanitation, and operation and maintenance of PWS.
c.                Assess the TSU model’s contribution in achieving national and global targets related to WASH (JJM, SDGs, etc.) by extending support for planning, policy, and implementation.
d.               Assess the impact of this inter-departmental collaboration on the effectiveness and sustainability of WASH interventions.
3.                Document the Influence of TSU model on policy and practice-
a.                Analyse whether the TSU model has influenced WASH policies and strategies at the state and district levels.
b.               Identify specific examples of policy changes and program innovations that can be attributed to the TSU model.
c.                Assess the TSU model’s role in building capacities of various stakeholders in WASH ecosystem
4.                Develop a compelling narrative for replication of TSU model
a.                Craft a compelling narrative that highlights the TSU model’s unique value proposition, its transformative impact, and its potential for scaling.
b.               Develop case studies that showcase the TSU model’s impact on specific communities and projects.
D)              Deliverables
The consultant/Agency is expected to provide the following deliverables:
1. Develop collaterals for sharing with state and national governments
– ppt for resource mobilization with national and international donors
2. TSU knowledge product that will serve as a learning resource and advocacy tool
3. Supporting PPT that will summarize key features, impact, and scalability potential of the TSU.
Eligibility Criteria
1. The agency must have demonstrated expertise in the WASH sector, including a deep understanding of ecosystem players and major schemes.
2. The agency must have demonstrated experience of conducting mixed-methods research in similar contexts.
3. The proposed team members must have good communication and documentation skills.
5. The agency must have the ability to achieve high quality results within stipulated deadlines
E)               Timeline
The consultant is expected to complete the project within 10 weeks from the date of commissioning.
