REPORTS TO:  Water Quality Program Supervisor

DIVISION: Environmental Science

WORK LOCATION:  933 E. Court Street, Seguin, TX

SUMMARY 

Serve the Plum Creek Watershed Partnership (PCWP) and execute all tasks and objectives set forth by the PCWP. Responsible for the coordination and implementation of activities supporting the Plum Creek Watershed Protection Plan (PC WPP).

ESSENTIAL DUTIES AND RESPONSIBILITIES 

· Work with Counties, Cities, local boards, and businesses within the Plum Creek Watershed to implement management strategies identified in the PC WPP to improve water quality and develop funding mechanisms for putting them in place.

· Work with state and federal agencies and organizations, as appropriate, to bring technical and financial resources to benefit the watershed.

· Identify funding opportunities, develop, and submit grant proposals to reduce or cover costs for the project (salary and operating).

· Track and document implementation efforts to assess progress toward established goals in the PCWPP.

· Assist with water quality sampling in the Plum Creek Watershed when needed, evaluate water quality data to monitor progress, and determine the need for new approaches.

· Coordinate and conduct water resources and related environmental outreach education efforts across the Plum Creek Watershed, including organizing training programs, participating in local community clean-up events, and partnering with local schools. 

· Develop publications (e.g., newspaper, newsletter, factsheets), and website content to promote and communicate watershed efforts.

· Conduct regular stakeholder meetings, including PCWP Steering Committee and Work Groups, throughout the watershed to gather and incorporate local input and encourage citizen participation.

· Act as a liaison between the PCWP and Partnerships in other watersheds. 

· Provide Counties, Cities, and other partners within the Plum Creek Watershed with regular updates on progress and seek their input and recommendations on needed activities.

· Execute the project tasks described in the Work Plan for the Texas State Soil and Water Conservation Board (TSSWCB) Clean Water Act Section 319(h) Nonpoint Source Program Grant 22-09, “Coordinating Implementation of the Plum Creek Watershed Protection Plan”.

· Perform other tasks as assigned.

Requirements

KNOWLDEGE/SKILLS/ABILITIES

· Knowledge and experience in watershed protection planning, water quality, and/or watershed assessment.

· Work independently with minimal supervision and have excellent communication skills.

· Have a strong, independent work ethic; have an outgoing, engaging, and motivating personality; have strong public speaking, presentation, and writing skills; be highly organized; and have a professional demeanor.

· Knowledge of Microsoft Office products.

· Interpret and follow written field procedures as well as plan and perform precise measurements accordingly.

· Work is performed indoors (75%) and outdoors (25%). Fieldwork/outdoor work is required.

· Ability to travel and work after hours and occasional weekend.  Overnight travel to professional seminars and operating divisions of GBRA is occasionally required.

· Must be able to swim.

EDUCATION/CERTIFICATIONS

A bachelor’s degree from an accredited university in natural resource management, biology, chemistry, environmental, agricultural sciences, or a related field.

Valid Texas Driver’s License and ability to remain insurable under GBRA’s vehicle liability policy.

Acceptable Motor Vehicle Report.

EXPERIENCE

Two or more years of relevant work experience is required.

Experience with grant writing, implementation, and reporting is highly preferred.

Possess physical strength to lift 40 pounds overhead; possess hand-eye coordination, finger dexterity, depth perception and color vision to work effectively with sampling and monitoring equipment. Operate a motor vehicle. Communicate effectively with customers, clients, and stakeholders both orally and in writing. Ability to walk repeatedly up and down creek and riverbanks typical of the Texas hill country, Post Oak Savannah, and Coastal Plains while carrying sampling and/or monitoring equipment. Employees must wear protective footwear in compliance with ANSI or ASTM standard. New employees are provided footwear in compliance with ANSI or ASTM standard. Replacement footwear is provided annually for qualifying employees.

WORK ENVIRONMENT

This position will work from the office provided by GBRA in Seguin, TX but will also travel to the watershed on a frequent basis to facilitate communication with local stakeholders and to allow for prompt implementation of the project.
