ABOUT THIS POSITION
The City of Phoenix Water Services Department, one of the nation’s largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
The Water Services Department has multiple Water Infrastructure Engineer (Civil Engineer III) vacancies in the Water Engineering Division. Vacancies exist with the Water Transmission Mains Group, which includes existing and new pipelines ranging from 24 inches to 108 inches in diameter and related facilities, and with the Water Remotes Facilities Group, which includes booster pump stations, steel tanks, concrete reservoirs, pressure reducing valve stations, water production and ASR wells, and miscellaneous facilities.
The position’s responsibilities include:
- Management of CIP replacement and rehabilitation projects at various facilities and in the right-of-way, and will require active participation in managing the planning, design and construction of projects,
- Development of project scope and cost estimates and facilitation of long-range planning,
- Procurement and administration of construction contracts,
- Technical review of design plans and specifications,
- Coordination of design and construction activities with customers, Operational staff, and other City Departments,
- Integration of final construction documents into the Work and Asset Management systems.
IDEAL CANDIDATE
- Proficient using Microsoft Office programs.
- Knowledge of the following:
- Construction methods, materials and practices used in municipal Right-of-Way construction projects and municipal water infrastructure projects.
- Engineering principles applicable to municipal water infrastructure projects.
- Construction schedule evaluation.
SALARY
Hiring Range: $93,121.60 – $118,193.60 annually.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, and or training, as well as internal equity.
Pay range: $93,121.60 – $131,040.00 annually. This is the entire compensation range for the position classification.

MINIMUM QUALIFICATIONS
- Four years of experience in the practice of civil engineering or architecture.
- One year of experience supervising professional and technical staff.
- Bachelor’s degree in civil engineering or a related engineering degree.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering within the first 12 months.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus experience in/with the following:
- Coordination design and/or construction activities with external stakeholders (public outreach, other municipalities, etc.).
- Three years in water/wastewater engineering design, plan review, inspection, construction or project management.
- Coordinating complex design and/or construction with operational activities and personnel.
- Two years of project management in complex capital improvement projects.
- Technical review of design plans and specifications for water infrastructure.
- Two years of managing consultants and contractor staff for CIP projects.
- Civil Engineering design related to construction on municipal facilities.
- Water/Wastewater infrastructure design and project management.
- Developing and negotiating project scopes and cost estimates.
- Current Arizona Professional Engineer registration preferred.
