Public Health Advisor 4 (PHA4)

This is a full-time, permanent position.   

Come and work with a professional, engaged, well-respected team with the responsibility of ensuring the shellfish harvested in Washington State are a safe product for human consumption. The Washington State Department of Health (DOH), Division of Environmental Health, Office of Environmental Health and Safety is searching for a driven and collaborative professional to fill the Water Quality Restoration Program Lead position and be a part of the team within the Shellfish Growing Areas Section.

In this role, you’ll serve as the technical expert in shellfish growing area sanitation. You’ll lead the water quality restoration program, manage conditionally approved growing areas, coordinate emergency closures, and evaluate the data used to classify commercial shellfish growing areas. The Water Quality Restoration Program Lead will represent DOH in a wide variety of settings, including working with local and tribal governments, shellfish growers, and the public. 

Location and Flexibility 

Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office.   It is anticipated that you’ll be expected to perform work activities at the Tumwater WA duty station, from a remote or home office, in the field within the Western Washington region, and attend local committee meetings.  

Required Qualifications (you must meet ONE of the provided options and any additional criteria listed.)

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. 

OPTION 1: A Bachelor’s degree with a major emphasis in public health, environmental health, natural or physical science, or a closely related field. AND Four (4) or more years of experience in environmental health, public health, natural science, or physical science program, including experience in building rapport, partnerships, and maintaining cooperative activities with others including diverse individuals and organizations; experience developing and implementing major program activities. 

OPTION 2: Eight (8) or more years of experience in an environmental health, public health, natural science or physical science program, including experience building rapport, partnerships and maintaining cooperative activities with others including diverse individuals and organizations; experience developing and implementing major program activities.

AND FOR BOTH OPTIONS experience will include:

  • Two (2) or more years of experience managing, sorting, evaluating, and summarizing technical data. 
  • One (1) or more years of experience in leading nonpoint pollution evaluations around fresh or marine waters.

Preferred Qualifications:

  • A Master’s degree with a major emphasis in public health; environmental health; natural or physical science; or a closely related field AND Three (3) or more years of experience in environmental health, public health, natural science, or physical science program or program development including experience in building rapport, partnerships, and maintaining cooperative activities with others including diverse individuals and organizations; experience developing and implementing major program activities. AND leading nonpoint pollution evaluations around fresh or marine waters.
  • Three (3) or more years evaluating nonpoint pollution sources and on-site sewage systems and designing and conducting water quality studies to diagnose nonpoint pollution problems.
  • Registered Sanitarian in Washington State or with the National Environmental Health Association (NEHA).

  • Field activities require the worker to spend long hours on foot and walking over rough terrain and up hills. Travel aboard a small boat to remote locations and to get on and off the boat from the shoreline.
  • The position may require moving objects and material weighing up to 25 pounds.
  • Engage in emergency response exercises and high-priority assignments as assigned during emergency events.
