Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

Position Description:
To ensure that all infrastructures activities in the project area are implemented according to theplan and DACAAR operation manual, to improve and maximize the skills and understanding of engineering staff in the area through coaching, training, and supervising, to ensure that capacity building and empowerment of communities in the implementation and maintenance of

infrastructures and irrigations are carried out as agreed and appropriate.

Responsibilities:
Make sure before starting the project, should inform the targeted community through community elders general meeting with help of a social organizer and try to agree with the targeted community regarding implementation of the project.
Check the drawings and make sure they are all relevant to the site conditions and community demands, discuss it with FO (Field Officer), Designer and Field Coordinator to make sure it is agreed upon and without any problem.
Preparing a work plan for implementation of the projects and make sure that the progress of construction works goes forward according to the prepared plane and if there is any change or problem talk to FO and Field Coordinator.
Make sure that the quality of the works complies with the norms and standards agreed by the DACAAR operation manual.
Responsible to record all facts transactions such as starting date, work suspension or any technical changes brings in construction details by designer, FO.
Make sure to plan for the early procurement of needed materials for the related project in consultation with FO and Field Coordinator.
Prepare monthly progress report of the related project and send to section management through FO and Field Coordinator.
Make sure that the expenditures of each project are recorded separately to find out the actual cost of the project.
If there is any problem during implementation of the project with the community seek the help of a social organizer and field officer to solve it.
The Field Engineer is responsible to consider the project and staff security and safety during the implementation of the project.
Estimate sand, gravel, cement, steel, and other project raw materials for the check dam/SSIS project.
Prepared monthly stock position for each check dam/SSIS project separately.
Support Field Officer, and other project staff during project implementation.
Keep proper attendance records of casual base staff for project implementation.
The holder of this position must strictly follow the organization’s existing security policies, procedures, and daily instructions of the safety personnel.
Any other task assigned by the supervisor

Education/ Qualification and Employment Benefits

Education:Bachelor Degree in Civil Engineer is required. But, master degree in Civil Engineering is perforable.
Experience: At least three (3) years of relevant experience in check dame/ water reservoir, SSIS and dripping irrigation with NGO is required.
Other qualifications’ an advantage:

Strong verbal and written communication skills for effective community engagement and report writing.
Ability in team working, Good Interpersonal Skills, Good Organizational Skills Community mobilization, honesty and hard worker.

Languages:Oral and written fluency in (English, Dari, Pashto)
