Skat Consulting Ltd. is looking for an international Integrated Water Resources Management expert and experienced programme manager for the function of the Team Leader of the on-going the Swiss financed “Groundwater Management, Use and Protection Programme” (GWP)
in North Macedonia. The Programme has a specific focus on River Basin Management Planning.

than two decades, we are e.g. supporting SDC funded interventions in the water sectors of Kosovo, Moldova or Central Asia.

Programme summary: The Swiss Agency for Development and Cooperation (SDC) is supporting North Macedonia with the establishment of a functionally integrated framework for the sustainable management, use and protection of the country’s water resources, in line with the requirements of the EU water and environmental acquis and responding to the needs of the population, its socio-economic development and its resilience. The programme has a perspective of a duration of 10 years and an overall volume of around 12 million CHF.

Subject of this call is the position of the Team Leader of the Programme. who is leading and managing the continued implementation of Phase 1 (01.01.2024 – 31.12.2027 and potentially until 2034) from our office in Skopje, North Macedonia.

Duty station and contract duration

  • Based in Skopje, North Macedonia
  • Team lead, full time, for Phase 1 of the Programme: 01.01.2025 (or upon agreement) to 31.12.2027 (potentially extended for Phase 2 and 3 up until 2034)

Tasks of the team leader

  • Overall responsibility for operations of the Programme in North Macedonia, in close coordination with the Programme director and Programme manager at SKAT headquarters and
    with the thematic backstoppers at SKAT and its implementing partners.
  • Lead and manage the Programme facilitation team of experts and support staff in North
    Macedonia.
  • Responsible for relations and liaise with Programme partners in North Macedonia and with
    the Swiss Embassy in Skopje.
  • Lead of administration, finances and human resources management for the office in Skopje and the Programme team in North Macedonia.
  • Lead the monitoring, reporting, steering of the Programme
  • Lead in conceptual matters and Programme implementation

 

Requirements:

  • Demonstrated competences and approximately 10 years of experience in managing and
    coordinating mandates comparable in size and scope;
  • Relevant higher education and professional training for the position;
  • Strong managerial skills, including result-oriented management, strategic planning, human resources leadership and management and financial management skills. Strong interpersonal, intercultural and communication skills;
  • A solid background and significant experience in integrated water resources management (IWRM), River Basin Management Planning and the implementation of relevant EU directives, notably the EU Water Framework Directive and those related specifically to the
    Groundwater Directive; preferably including expertise in the related monitoring, planning,
    implementation, permitting, inspection and participation aspects;
  • Professional experience in transition countries, preferably in the Western Balkans or North
    Macedonia;
  • Proven track record in cooperating with many stakeholders and in strengthening/building the capacity of key partners, knowledge of organisational development is an asset;
  • Excellent English language capacities (in writing and speaking).
  • Macedonian and/or Albanian language skills and/or knowledge of other Western Balkan languages (e.g. Croatian, Serbian, Slovenian etc.) are an asset.
