Job Description:
Technical roles and responsibilities
- Mobilizing the community leaders and members to attend meetings related to the project.
- Assist the target beneficiary communities to identify/select members of the water management communities for target water points to be rehabilitated /constructed under this project. Members of each water committee include Chairman, Secretary, Treasurer, Vice Chairman, two pump mechanics and two ordinary members,
- Uphold Gender and Social Inclusion in all community groups. At least 50% membership of the selected water committee shall be women.
- Influence behavioural change at community level using Community-Led Total Sanitation (CLTS) approaches.
- Train Hygiene Promoters on PHAST and CLTS approaches
- Coordinate and facilitate in CLTS sessions focusing on Village level interventions with a view ensuring open defection free villages, for areas WV is intervening.
- Coordinate community mobilization and lead the team in the sensitization of Hygiene and Sanitation activities, through Hygiene promotion using PHAST methodology
- Coordinate and facilitate in PHAST training targeting women and caregivers.
- Coordinate and supervise the identification project beneficiaries as per real need, using agreed criterion for the project.
- Facilitate in capacity building and training of Household members Community leaders, and beneficiaries of Water Hygiene and Sanitation projects, with the view to promoting participation and ownership of project interventions by concerned staff and stakeholders.
- Assist O&M project officer in monitoring and report progress of works as well assist to prepare project documentation implementation work plans for planned activities, with a view attaining project activities with the project implementation time.
- Preparation of end of month narrative progress reports for activities undertaken and availing same to the Civil Engineer and the project within the WVSS agreed deadline.
- Actively participate in by involving stake holders and partners in evaluation of past project and document Impact, Sustainability and best practices for Sanitation and hygiene projects in the area for learning and sharing with your supervisors, for future replication.
- Solicit innovative ideas of implementing appropriate safe sanitation solutions.
Engagement and networking
- To actively engage with the community and other stake holders’ networks (within and outside WV Partnership) in the States on Community Engagement strategies.
- Liaise with O&M Officer to ensure the infrastructure in the project remains functional beyond the life of the project.
- Conduct monthly Community Engagement meetings with the community members.
- Provide weekly, monthly and quarterly construction reports.
Qualifications
- Degree in Social Works and Social Administration or development studies.
- Experience working in large and diverse teams.
- Certificate in CLTS/PHAST or WASH is an asset
- Proven working experience in Community Engagement
- Excellent knowledge on Social Works and Social Administration.
- Strong communication and interpersonal skills.
- License of professional Social Worker.
- Knowledge of and experience in institutional arrangements, and political environment associated with community infrastructure development in South Sudan. Existing connections and relationships with local technical agencies will be an advantage.
- Proven experience in project management related to resilient WASH in South Sudan and in particular, NBeG and/or Warrap States will be an added advantage.
- English written and oral communication is necessary. Skills in the local language(s) of the project county will be an added advantage.
- At least 3 years of proven ability community engagement.
- Ability to master and implement donor regulations; experience with World Bank is a plus, experience with other bilateral donors such as USAID, the UN and others will also be considered favourably.
