Objective and Purpose of the Assignment
The consultant will be responsible for undertaking a range of activities to build the capacity of target water and wastewater utilities in the Pacific, and to support improved planning and operations, as well as strengthening the enabling environment for the delivery of sanitation services. |
Scope of Work
Support to be provided by the expert will range from supporting sanitation diagnostics, investment planning, to capacity needs assessment, delivery of capacity building activities to supporting project coordination and start-up activities. |
Detailed Tasks and/or Expected Output
5. The expert’s tasks wil cover the following areas: (i) Undertake rapid sanitation sector diagnostics and prepare wastewater and sanitation assessments to identify priority needs and gaps in target Pacific DMCs; (ii) Undertake capacity needs assessments for target Pacific water and wastewater utilities to inform the design of capacity building programs; (iii) Provide capacity building support to target Pacific utilities in areas such as investment planning and operations support; (iv) Provide support for the development of wastewater sector policies such and trade waste policy; (v) Work with target utilities to support sanitation and wastewater investment planning and strategy development to ensure equitable access to improved sanitation services in target countries; (vi) Work with target utilities to assist in planning project startup arrangements to ensure smooth project implementation. |
Minimum Qualification Requirements
The expert must have a masters degree in environmental engineering, environmental management or similar. The consultant will have least 15 years’ of experience working in the wastewater and environmental management sector in areas including utility capacity building, wastewater strategy development and investment planning, and the development and implementation of trade waste management programs. Previous experience working with Pacific utilities, and familiarity with ADB-financed technical assistance and investment projects would be an asset. |
