Organizational Setting

FAO, in cooperation with the Government of Malawi and other relevant partners are incepting the project on Ecosystem-based Adaptation for Resilient Watersheds and Communities in Malawi (EbAM). The project aims at building climate resilience in vulnerable watersheds and communities through increasing climate resilience of watershed ecosystems, stabilizing productivity and farmers’ incomes and enhancing enabling environment. Total cost of the project is estimated at USD 53.2 million, which will be co-financed by the Green Climate Fund (GCF), FAO and the Government of Malawi. The project will be implemented in 11 targeted districts in different regions in Malawi over a period of 6 years. Around 575,000 vulnerable people in rural communities will benefit from project interventions and more than 83,000 heIPOres of land will be restored through application of Ecosystem-based Adaptation approach.

The positions are located in Mzuzu and Blantyre.


Reporting Lines

The National Natural Resources Management Specialists (NNRMSs) will be based at the two EbAM Regional Project Implementation Units (RPIUs) in Mzuzu and Blantyre (one at each RPIU); and will work under the overall supervision of the FAO Representative in Malawi, the direct supervision of the EbAM Technical Adviser (TA), and the day-to-day coordination of the Head of respective RPIUs, in close cooperation with other EbAM Project team members.  


Technical Focus

The National Natural Resources Management Specialists will work as the Head of respective RPIU, and provide technical support and services for identification, implementation, monitoring and reporting of EbAM interventions in their respective regions, related to sustainable nature resource management.


Tasks and responsibilities

•    Coordinate the EbAM regional project team and their work, including formulation, updating, implementation and reporting of periodic EbAM regional work plans.
•    Be responsible for establishing and maintaining collaboration with the regional representatives of other EbAM Executing Entities, and partnership with relevant development partners at the regional level.
•    Under the guidance of the TA and the International Administrative Officer at the Representation Office, coordinate the day-to-day operation of the RPIU, including supervision of the regional project team, coordination of HR, finance, admin and logistic processing.
•    Play the role of the EbAM Regional Nature Resources Management (NRM) Specialist, provide technical support and services for identification, implementation, monitoring and reporting of EbAM regional interventions, related to sustainable NRM.
•    Contribute to identification and selection of vulnerable catchments in the target districts in the region, especially validation of Water Resources Unit (WRU), sub-catchments and micro-catchments.
•    Support implementation of free, prior informed consent (FPIC) and environmental and social assessment for targeted sub-catchments and micro-catchments in the region.
•    Contribute to formation and strengthening of Village Natural Resources Management Committees (VNRMCs) and Sub-Catchment Management Committees (SCMCs).
•    Support formulation and implementation of EbA-based Village Level Action Plans (VLAPs) and EbA-based Sub-Catchments Management Plans (SCMPs).
•    Any other related task assigned by the TA.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    Advanced university degree in Natural Resource Management or other relevant fields. 
•    At least five years of relevant experience in natural resource management and climate change response.
•    Working knowledge (level C) of English
•    Nationality of Malawi.

Technical/Functional Skills 

•    Relevance of experience in working with UN agencies on implementation of international Finance Institution funded programmes or projects on nature resources management.
•    Knowledge and strength in integrated landscape management, integrated watershed management, sustainable natural resources management and ecosystem-based adaptation.
•    Capacity and skill in establishing and maintaining partnerships with government institutions, UN agencies, donor community, NGOs and other development partners. 
•    Ability to collaborate with multidisciplinary teams and work in diversified culture environment
