Objective and Purpose of the Assignment
The Community Engagement Coordinator (CEC) will work as a member of the Project Management Unit (PMU) to
lead work on public consultations, community and stakeholder engagement and coordination and supporting
the implementation of WASH program.
Scope of Work
The role will report to the PMU Safeguards Manager (SM) and will be based at the PMU Office in Betio.
Detailed Tasks and/or Expected Output
The Community Engagement Coordinator will:
- Coordinate various tasks related to land acquisition, stakeholder engagement, community mobilization,
promoting awareness in communities, public consultations, and other social and community-related matters. - Organise on a fortnight basis, meetings of CES team including PRO to go through progress and work
plans. - Provide weekly updates to PMU and PIA, through SM, on progress and issues relating to public awareness
and community engagement activities. - Draft report on all public consultations and community awareness programmes, etc and to submit to SM
for review. - Carry out preliminary technical studies needed to support and facilitate the project.
- Assist in the implementation of the Stakeholder Engagement Management Plan (SEMP).
- Maintain accurate records of all engagement activities, including number of participants, questions
and feedback, and outcomes. - Empower community members to take an active role in the project.
- Provide an effective and efficient communication link between the STWSP and its Government
stakeholders. - Provide support to the International Consultants and its local staff contracted to deliver the WASH
Awareness Program (WAP) including Behaviour Change Communication (BCC) campaigns. - Provide support to Plan International Australia towards the drafting and implementation of the WASH
Part B community engagement and behavior change communication campaigns. - In collaboration with Plan International Australia, coordinate and effectively implement the
dissemination and presentation of the above BCC campaigns and related interventions to various community
stakeholder groups. - Organize regular public and stakeholder awareness through the media and other relevant mediums
informing the public of the project’s progress, and other activities in the water sector. - Provide support to Plan International Australia and the PMU’s Social Development and Gender Specialist
for review and update of the Monitoring, Evaluation and Learning Framework (MELF) under WASH Part B and
for the project’s overall Performance, Monitoring and Evaluation Framework. - Perform any other duties requested from time to time by the PMU and PIA team.
Minimum Qualification Requirements
The Community Engagement Coordinator will have a minimum degree qualification in communication, public
relations, social development or similar disciplines with at least three (3) years relevant experience.
The attention of interested consultants (including those referred by firms) is drawn to the ADB’s
Project Administration Instructions No. 2.01 (PAI No.2.01) especially Clause E (Conflict of Interest)
and Clause M (Eligibility). In general, current employees of the Ministry of Finance and Economic
Development (the Executing Agency), Ministry of Infrastructure and Sustainable Energy (the Implementing
Agency) and Public Utilities Board (PUB) are ineligible to apply.
Successful applicants must have the following:
- Preferably have previous experience in donor-funded development projects that involve community
engagement. - Ability to handle community conflict and have critical thinking skills.
- Good verbal and written communication skills, both in I-Kiribati and English.
- Be collaborative and confident to work within a team or independently.
- Be keen to learn, try new ideas and be proactive in seeking advice.
- Be competent in Microsoft Office applications and typing skills.
Minimum General Experience: 4 Years
Minimum Specific Experience (relevant to assignment): 3 Years
