Tulsi Chanrai Foundation (TCF) a not-for-profit organization, established in the year 1992 with a vision that “every Nigerian should have access to quality and affordable Primary Health Care, Eye Care and Safe Drinking Water”. Since inception, TCF is implementing programs under 3 specific missions – Mission for Vision, Mission for Water and Mission for Primary Health (PH).
Mission for Vision
Restored sight for over 180,000 population through free surgical intervention and established 80 bed, specialty eye hospital in Abuja
Mission for Water
Provided access to safe drinking water to over 4 million rural/remote population by rehabilitating over 8600 water facilities
Mission for Primary Health
Provided maternal and child health services to over 4 million people in partnership with respective state governments and donor agencies.

Role we are looking for:
The Program Manager WASH will be responsible for all technical, administrative and financial aspects of respective project/s for supporting implementation of the TCFs’ Mission for Water across the country. He will work closely with Team Leader WASH, GM Finance, government, donors and other key stakeholders to achieve the objectives of Mission for Water.
Responsibilities/ Key tasks:
To ensure the set objectives of the organization are achieved, the key responsibilities for this role includes, not limited to:
Assessment and Planning:
- With in the identified geographical location assess WASH scenario and understand the needs.
- Rapport building and liasioning with various stakeholders (community to local government to state government)
- Based on the priorities identified; the ground realities and resources required prepare appropriate strategies / projects to address the needs
Recruitment and Training:
- As per the need of the project, in coordination with the Team Leader, recruit required personnel for respective project/s
- As per the need of the project, train the project staff on operation and maintenance of WASH facilities, community mobilization, sanitation and hygiene, disinfection (including chlorine preparation) and liaising with other staff to ensure implementation of appropriate protocols and effective health promotion.
- Periodic orientation and/or training sessions to the staff on identified thematic areas to ensure successful implementation of the project.
Program Design and implementation: In consultation and coordination with Team Leader,
- Formulate the overall aims and objectives of the proposed and/or new WASH projects to be implemented
- Select and design from an array of appropriate technologies for water systems for the given context, including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old Water systems.
- Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources, customs and cultural norms.
- Ensure and advocate for the consideration of cross cutting areas such as; gender, protection, and sustainability within all WASH interventions.
- Support further development of WASH interventions, including stake holder analysis, submission of proposal and follow up.
- Ensure effective and timely implementation of the project/s.
Supportive Supervision:
- Visit project sites regularly.
- Monitor / provider supportive supervision to the WASH field staff for successful and timely implementation of the project/s.
- Ensure all the standards and protocols are adhered to.
- Share and ensure implementation of best practices of a better performing site to others.
Procurement / Supply Chain:
- Support Team Leader in procurement and/or ensure supply chain to address the project needs as per the proposed plan.
- Ensure correct and complete documentation such as stock register and others.
Prepare and Submit Periodic Performance Reports:
- Present Financial and Performance Reports to Management.
- Regularly update management on overall progress of program activities which includes progress made against planned activities, challenges encountered, and strategies for addressing them; detailed financial reports that highlight spending trends, budget compliance, and any financial risks or opportunities.
- Coordinate with Team Leader in preparing and submission of donor reports – both technical and financial.
Representing TCF:
- Where needed, in coordination with the Team Leader WASH, represent TCF at the meetings / conferences / workshops / others.
Required Skills, Qualifications & Abilities:
- Knowledge of Nigeria Socio-economic and health ecosystem
- Effective leadership, interpersonal and communication skills
- Good knowledge of adaptive project management techniques
- Good knowledge of budgeting and resource allocation procedures
- Ability to find ways of solving or pre-empting problems
- Adept with information communications technology (ICT) commonly used in office applications, with good knowledge of Google Drive applications, Dropbox and Microsoft Office products
Essential Qualifications, Skills, Knowledge and Attributes
- Tertiary qualification in a relevant discipline (environmental science, social sciences, engineering, community development)
- Experience relevant to carrying out WASH projects and programme’s at community, state and national level
- Experience carrying out education, teaching, awareness and training with individuals and groups of people
- Understanding and knowledge of the WASH and aid/development sector
- Ability to work within and implement community development processes, frameworks and methodologies
- Ability to work with community-based water and sanitation systems and ability to implement WASH systems at a community level (EG. Handpump boreholes, motorized (including Solar) boreholes, water harvesting, protected dug wells, gravity fed water systems and others)
- Demonstrated ability to work as part of a team but to also work unsupervised when needed
- Experience in mentoring and building the capacity of colleagues and community members
- Ability to articulate both short and longer term/more complex responses to community WASH challenges
- Ability to manage and form community processes for engagement
- Relates well to a range of people with sound listening and problem-solving skills
- Demonstrated skills in conflict resolution and change management
- Displays emotional maturity and resilience
- Proficiency in office software; Certification in project management courses will be an added advantage
