                                                                     CONSULTANCY SERVICES FOR

FEASIBILITY STUDIES, SPECIALISED STUDIES AND EXECUTIVE PROJECTS FOR THE CONSTRUCTION OF WATER SUPPLY SYSTEMS IN BOANE AND NHAMATANDA MUNICIPALITIES WITHIN THE SCOPE OF THE PPP AND IIP – MFDU

1. The Government of Mozambique, represented by the Ministry of State Administration and Public Servant (MAEFP) has received financing from the World Bank, toward the cost of the Mozambique Urban Development and Decentralization Project which benefits 22 Municipalities in the Provinces of Niassa, ZambĂ©zia, Sofala and Gaza. The Project Development Objective is to â€śStrengthen institutional performance and provide improved infrastructure and services to local entities.

2. The consultancy services (“the Services”) must include: (i) the preparation of Specialized Studies and Engineering Projects, including studies of alternative scenarios and the Preliminary Project and the Executive Project; (ii) Environmental, social, technical, economic and financial feasibility study; (iii) Prepare the Business and Operational Plan and (iv) Assist the PDUL Project and the Municipalities in preparing construction tender documents for the project and participate during the tender phase, evaluation reports and support during the construction phase.

3. For the Municipality of Nhamatanda, the main activities consist of but are not limited to, the rehabilitation and expansion of the water supply system located in the municipality of Nhamatanda town (Sofala Province) as a viable way to meet the needs for drinking water in the town and in peripheral neighbourhoods. The interventions are aimed at rehabilitating and expanding the water supply system to improve the population’s access to drinking water, where activities will be carried out linked to the construction of a new intake station, the ETA and a pipeline between the intake and the new ETA.

4. The Municipality of Boane intends to increase the drinking water supply network in three locations, namely Mahubo, Bairro 6 and Bairro 7, thus allowing access to treated water for a considerable part of the population. The activities generally consist of the rehabilitation and expansion of the water supply system in the municipality of Boane. This development will be located as a result of its extension, between the Umbeluzi ETA, Mahubu and neighbourhoods 6 and 7, in the municipality of Boane

6. The MAEFP – PDUL/PIU invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The key specialists will not be evaluated in the pre-selection phase. The pre-selection criteria will be:

  • (i) Experience in the implementation and/or management of PPPs and public investments (20 points)
  • (ii) Experience in the preparation of technical projects for urban infrastructure (45 points)
  • (iii) Experience in the preparation of technical, economic, social and environmental feasibility studies for urban water supply infrastructure investment projects (35 points)

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, setting forth the World Bank’s policy on conflict of interest.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. Consultants may associate with other firms to enhance their qualifications, in the form of a consortium or a sub consultancy but should indicate clearly whether the association is in the form of a joint venture and or sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

10. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations.
