Title:               CONSULTANCY SERVICES FOR DEVELOPING CIRCULAR ECONOMY-BASED PARTICIPATORY SANITATION MASTER PLANS IN MBANZA CONGO AND MENONGUE – ANGOLA, IN LINE WITH CITYWIDE APPROACH

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance a circular economy-based participatory sanitation master plan and action plans for the two cities of Mbanza Congo and Menongue, in line with citywide inclusive sanitation (CWIS) approach with a phased approach proposal for implementation.

The proposed Participatory Sanitation Master plans based in circular economy will provide an alternative model to the currently linear economy and can support the transformation of conventional patterns to meet the Sustainable Development Goals (SDGs). The concept of circular economy is broad and overarches a range of related topics, including resource efficiency, waste hierarchy, shift to renewable resources both for material and energy purposes, and more within sanitation chain. This breadth is one of the strengths of the circular economy as it will be developed in the master plan. The ultimately desired plan will produce neither waste nor pollution due to circulating materials and products at their highest quality and value within the system at all times. The goal is to enable the Cities to eventually close the loop of the entire value chain.

The project will also undertake a Knowledge, Attitudes and Practices (KAP) Study at every city, as part of the assessment of existing situation, to gain an understanding of actual level of social and individual practices in Sanitation and Health Prevention.

The RECLIMA Project will utilize CWIS tools to better understand the sanitation context in the implementation areas and development of a Sanitation stream specific circular economy roadmap. The Project will adapt the CWIS rapid assessment tool to assess the status of sanitation in the beneficiary communities. The results of the rapid assessment will help in shaping the design of strategies for implementation of the on-site household sanitation sub-component of the Project.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Client now intends to hire a consulting firm with at least 15 (fifteen) years’ experience of implementing Water Supply and Sanitation activities in rural and urban areas.  The Client will assess the Consultants’ general relevant experience (core business, years in business and experience in similar projects) and specific experience in the field of the assignment and in similar conditions/regions.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
