PAH in South Sudan: Polish Humanitarian Action (PAH) has been operating in South Sudan since 2006, as one of the first NGOs established in Jonglei State. We are a small team of dedicated individuals committed to delivering tangible and sustainable change in the largest, most populous, and most conflict-affected state of South Sudan. Due to the expertise we have accumulated over the years especially in WASH and S/NFI, PAH led the coordination of the Jonglei Sub-national WASH and S-NFI cluster from 2014 to 2021 and 2019 to date respectively coordinating WASH emergency responses with partners to ensure that all vulnerable communities are served during crises. Our priority is to ensure that people have access to clean water and safe hygienic conditions. PAH also provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.

Main Objective of the Position

  • Support the WASH team in both hardware and software components of the WASH program, including drilling/rehabilitation of water facilities, upgrading water yards, constructing wells, and installing rainwater harvesting systems.
  • Develop BoQs, drawings, and lead hygiene promotion activities.
  • Conduct training for field staff and community leaders.
  • Ensure continuous supervision of field works to maintain quality.

Key Responsibilities:

  • Repair and rehabilitate water points and draft completion certificates.
  • Raise and place online co-pipeline requests and draft utilization reports.
  • Upgrade boreholes into water yards and provide technical designs.
  • Train community pump mechanics, water yard operators, and WASH NFIs enumerators.
  • Conduct regular water quality tests and document results.
  • Monitor installed WASH infrastructures and ensure compliance with SPHERE standards.
  • Support design and preparation of BoQs.
  • Write intervention and co-pipeline utilization reports and draft success stories.
  • Participate in assessments and needs analysis.
  • Facilitate community engagement in project design and implementation.
  • Represent PAH in coordination meetings with various stakeholders.
  • Develop and translate IEC materials into vernacular or Arabic.
  • Coordinate with logistics, MEAL, HR, and finance departments.
  • Support recruitment, training, and evaluation of field staff.
  • Conduct budgeting for field activities and ensure timely liquidation/settlement.

Performance Metric:

  • Successful completion and quality maintenance of water facilities and WASH infrastructures.
  • Timely and accurate documentation and reporting.
  • Effective training and capacity building of community and field staff.
  • Positive feedback from community members and stakeholders.
  • Compliance with SPHERE standards and PAH procedures.
  • Efficient coordination and collaboration with various departments and stakeholders.

EXPERIENCE AND QUALIFICATION

  • Diploma or Equivalent in (Civil Engineering, water Engineering, Water Sanitation and Hygiene related diplomas, hydraulic, hydrogeology, etc.)
  • Trainings / certifications in public health, social sciences, rural development and community engagement training etc. – will be prioritized.
  • At least 2 to 3 years’ experience in WASH in emergency response/ WASH in NUT and schools in hard-to-reach locations preferably with an international NGO.
  • Basic knowledge of AutoCAD, Archi Cad, Revit, Good interpersonal skills and the willingness to work as team member
  • Experience in Water Yard Assembling, welding and installations.
  • Experience in Shallow wells designs and installations.
  • Knowledge on geophysical surveys is an added advantage
  • Demonstrated experience in capacity building, project design and budget management
  • Strong understanding of South Sudan operational context.
  • Proven experience in needs assessments, registration, verification and distribution in emergency relief programming.
  • Computer skills (primarily MS Office applications), especially Microsoft word, Excel and
  • Experience in managing emergency team in the field.
  • Ability and willingness to live and work in a very remote environment.
