- The P.I.G. of SUE “Dushanbevodokanal” is implementing Dushanbe Water Supply and Sanitation Project
Additional Financing (Grand No 0841) funded by the Asian Development Bank. As part of the project, the P.
I.G. intends to recruit an International Institutional Specialist. - The projects’ executing agency (EA) is SUE “Dushanbevodokanal”, acting through its Project
Implementation Group (P.I.G.).
Background
The Dushanbe City of Republic of Tajikistan received a Grant for USD 41.18 million for the Dushanbe
Water Supply and Sanitation Project (DWSSP) to fund the rehabilitation of water supply and sewerage
facilities with increased resilience to climate change impact and strengthening of the institutional
capacity of SUE Dushanbevodokanal (DVK) for improving its services in Shohmansur district and the
surrounding areas.
Additional Financing (AF) of USD 38 million has been extended by ADB though Grant No. 0841 for the DWSSP
to: (i) rehabilitate and expand climate-resilient water supply and sanitation systems, supporting the
establishment and operationalization of additional district metering areas (DMAs) in the Shohmansur
district to reduce non-revenue water losses and improve service delivery, the replacement of sewage
collectors and installation of sewerage in Karotegin and Zebunisso, and provision of maintenance
equipment; (ii) support the ongoing institutional strengthening actions and improve non-revenue water
(NRW) reduction practices and foster the use of performance-based interventions for asset inventory,
leak detection, and small replacement works and introduce the COVID-19 emergency response and WASH
programs and awareness; (iii) establish and operate a women’s development center including a women’s and
children’s refuge.
The Executing Agency for all components of the DWSSP (including the additional financing) is the
Executive Body of State Power of Dushanbe City, the Implementing Agency is the State Unitary Enterprise
Dushanbevodokanal (DVK), and the Client’s Representative is the Project Implementation Group (P.I.G.)
within the DVK. The P.I.G., comprising of deputed DVK staff and consultants, is responsible for all
project management, design, supervision, and monitoring of DWSSP on behalf of the client.
Scope of Work
Context
Under DWSSP, the DVK/P.I.G. has engaged the project management design and supervision consultants
(PMDSC) to oversee the capital works on water supply in the 6 DMAs in Shohmansur District and the
institutional support and capacity development consultants (ISCDC) to improve the city-wide systems that
support a reduction in commercial NRW losses.
Under DWSSP, the ISCDC have developed a draft Corporate Business Plan summarizing the targets of the
proposed HR management, commercial management, NRW management, asset management and PR management
reforms. The ISCDC have proposed the Corporatization of the DVK and the establishment of a Performance
based Public Service Agreement between the City Administration and the DVK, and the engagement of a
Corporate Governance advisor and a Change Manager to support the implementation of these reforms.
Under the additional financing, the P.I.G. assumes a greater role in project management, procurement and
coordination for the water supply and sewerage works, with the engineering consultancy confined to the
supervision of construction (SC). With the increased capital works and institutional complexity
associated with extension of water supply and sewerage services in Shohmansur District under the
additional financing, there is a need to strengthen the capacity of the P.I.G. to represent the client
to install, operate and maintain the water abstraction, treatment, transfer, storage and distribution
networks as well as the billing, collection and customer care systems to reduce NRW in the 18 DMAs.
The strengthening of the capacity of the P.I.G. to manage the increased volume of capital works and the
complexity of the programme will be achieved through the engagement of specific technical expertise in
the form of international and national consultants into the DVK/P.I.G. The building and retaining
capacity within DVK will be achieved through deployment of additional suitably qualified DVK staff in
the key competency areas to the P.I.G.
Rationale
During the mid-term review of DWSSP and processing of DWSSP-AF the strengthening of the institutional
capacity of the P.I.G. was identified as critical for the successful achievement of the project
objectives. Increased institutional capacity of the P.I.G. is necessary for the:
- Management of the ISCDC and the interface with the PMDSC (and the SC)
- Implementation of the recommendations proposed by the ISCDC
- Support the DVK Business Plan implementation and the review against the performance based public
service agreement - To finalize the ToRs & supervise the management of all institutional consultancies
Reporting
The international institutional specialist (governance advisor) will be
- engaged for 264 working-days over a 2-year period from November 2024 – November 2026
- based within Dushanbe or region reporting to the head of the P.I.G.
- working with the national institutional change management specialist (change manager) and the P.I.G.
team - building the capacity of an institutional staff member seconded to the P.I.G. from DVK
Detailed Tasks and/or Expected Output
The international institutional specialist (governance advisor) will assist the P.I.G. in undertaking
the following tasks:
- Management of the ISCDC and the interface with the PMDSC (& SC)
- Provision of institutional feedback on submissions from PMDSC (& SC)
- Referral of the design, supervision and construction advice from the PMDSC to the appropriate civil,
mechanical and electrical decision-making authorities within DVK - Implementation of the recommendations proposed by the ISCDC
- Refinement of the DVK Corporate Business Plan and the associated Performance based Public Service
Agreement between the DVK and the City Administration - Support DVK on implementing corporate business plan including:
- Advice to the Managing Director on strategy, operations and management of DVK to deliver targets
specified in the approved corporate business plan - Advice to the Managing Director on the appropriate relationships of the DVK with the board of
directors (to be established), the city administration, shareholders, financiers and regulators. - Advice on the implementation of the ongoing organizational reforms within the DVK and development of a
capacity building programme for the senior management of DVK - Annual review and monitoring of the progress performance of implementation of the corporate business
plan including key performance indicators - Finalisation of ToRs and supervision of institutional consultancies for DWSSP-AF including:
- establishing of a central SCADA command centre and NRW analysis hub
- professionalising the public relations platforms for customer care
- development of the protocols and capacities for accurate bulk and retail water metering
- modelling of Kafarnigan River morphology to address unregulated gravel abstraction
- implementation of gravel abstraction regulation & establishment of SPZs for KAF I & II
- performance contract for the NRW reduction in the 18 DMAs in Shohmansur District
- Support for a DVK-led coordination mechanism with other WB financed projects
- Advice on the institutional / financing agreements for the Women’s Development Centre
- Coordinating the consultancy services under the DWSSP-AF, including the:
- strengthening of wastewater (and water) laboratory testing procedures and capacities
- building of capacity on the passive process for the optimisation of WWTPs
- analytical advice on non-networked sanitation options in Karotegin and Zebuniso
- deployment of institutional and financial advisory services to assess the viability of different
Corporatization models for DVK and support their implementation - Advice to the DVK on critical institutional decisions in Shohmansur District and beyond
Minimum Qualification Requirements
- Higher level qualification in public administration or business management. Background qualifications
in engineering would be an advantage. - At least 10 years’ experience in a senior public utility management role.
- In-depth knowledge of public utility reform processes and at least 5 years international experience in
governance reforms. - At least 5 years’ experience in the region.
- Expertise in water (and wastewater) engineering design, operations and maintenance would be
advantageous. - Experience in the management of public utility governance reforms within other IFI projects would be
advantageous. - Verbal and written fluency in English is required. Fluency in Russian or Tajik is desirable.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 5 Years
