Job Summary

The Minnesota Department of Natural Resources is currently seeking a Public Waters Inventory (PWI) Update Hydrologist. This position exists to work with managing and executive sponsors to develop and manage the Public Waters Inventory (PWI) update as directed by the 2024 Minnesota Legislature. Responsibilities include:

  • Support and direct the work of four new hydrologists stationed in the regions whose work responsibility is to complete the PWI Update, 
  • Oversee and conduct technical aspects of identifying needed updates and corrections to Minnesota’s PWI. The PWI is an inventory that shows the waters of the state that meet the definition of public waters in Minnesota Statute 103G.005, Subd. 15 and 15a.
  • Oversee and conduct public participation aspect of the PWI Update process,
  • Finalize updates to PWI in the timeframe legislated.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in civil engineering, agricultural engineering, environmental engineering, geological engineering, hydrology, forest hydrology, geography, geology, geophysics, hydrogeology, natural resources, environmental studies, soil science, water resources management, hydraulics, environmental science, earth science, or related major.
  • Transcript requirements:
    • Three hydrology qualifying courses in the areas of: hydrology, hydraulics, hydrogeology/groundwater hydrology, water resources engineering, hydrologic modeling, watershed management, groundwater, fluid Mechanics, fluvial geomorphology OR
    • Two hydrology qualifying courses and two courses (or equivalent experience) in: geology, geomorphology, geochemistry, geography, limnology, erosion and sediment control, environmental engineering, soils. 

Additional qualifications: 

  • Four years of professional experience in surface water regulatory or surface water management programs. *An advanced degree (Master’s or Ph.D.) in the appropriate major (see education requirements) may substitute for 1 year of experience. *
  • Knowledge of Minnesota’s public waters statutes and rules, public waters inventory (PWI), including a basic knowledge of Minnesota buffer law.
  • Experience using GIS software and analysis.
  • Excellent writing skills sufficient to write and revise procedural documents, progress reports, formal letters, decision documents, web content, and informational flyers.
  • Ability to communicate effectively internally and externally with individuals and within teams, verbally and in writing.
  • Proficiency in Microsoft email, word processing, spreadsheet, presentation and database, desktop applications.

Preferred Qualifications

  • An advanced degree in any of the disciplines listed above.
  • Four years of experience administering Minnesota’s public water work permit program.
  • Experience in project management, including the ability to plan all aspects of a project and ensure procedural requirements and process deadlines are met.
  • Lead work experience sufficient to direct work, train and motivate staff, manage conflict, and support growth and development.
  • Skills in meeting and group facilitation (virtual and in-person), conflict resolution, effective listening, and negotiation with diverse stakeholder groups.

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.
