The Government of Mozambique has received financing from the World Bank toward the cost of the Rural and Small Towns Water Security Project, with the aim of increasing water and sanitation services in villages and rural areas of Nampula and Zambezia Provinces and intends to apply part of the proceeds for this consulting services.

The broad objective of this assignment is to hire a consulting firm that to provide technical support to DNAAS, AIAS IP, DPOPs as well as young women recent graduates of Technical, Vocational and Higher Education in the execution of the Business Plan which will include the design of an awareness campaign, dissemination, pre-screening, training, selection and support in the effective implementation, and ensuring that the World Bank’s social and environmental safeguards policies are respected throughout the process.

The consultancy services (“the Services”) will include the following activities: (Phase I) Preparation of the Operational Plan; (Phase II) Design of the opportunity dissemination campaign, pre-selection of the winners, training/training and selection of the best projects; and (Phase III) Support in the Implementation of Sustainable Business Plans for the supply of water or sanitation or hygiene promotion of young women recent graduates residing in the areas of intervention of the Project.

The National Directorate of Water Supply and Sanitation (DNAAS), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A reputable consultancy firm with at least 7 years’ experience in environmental and social approach, monitoring, capacity building, education and communication or similar assignments. Experience in water and sanitation projects in developing countries will be an added advantage.
  • Experience in the preparation and implementation of monitoring and operational plans, sustainable business plans, awareness campaigns and information dissemination.
  • Experience in development and implementation of training and mentoring programs.
  • The organization must demonstrate good knowledge of the WB’s Environmental and Social Standards and the World Bank’s Health and Safety Guidelines as well as their application.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
