Task Description:

Context and justification

As part of the Strengthening Climate Resilience in Burkina Faso (Hydromet project) and Disaster Risk Management, the World Bank Group’s Department of Urban, Resilience and Land Global Practice (SAFU1), is looking to recruit a Consultant to support the above-mentioned operations within the Burkina Faso Country Office.

The Consultant will support the national teams responsible to implement the Hydromet project and the DRM activities in Burkina Faso.

The Consultant will specifically:

– Daily liaising and coordination with the project PIU, the five main implementing agencies, including National Agency for Meteorology (ANAM), Directorate General for Water Resources (DGRE), Directorate General for Civil Protection (DGPC), National Council for Emergency and Rehabilitation (CONASUR), Directorate General for Statistical and Sectorial Studies – Early Warning System (DGESS/SAP),

– Preparation of and participation at the implementation support missions and contribution to the aide-memoires for the Hydromet project,

– Coordinate at the national level the preparation of the GCF Annual Report

– Participate in fields visits as needed

– Monitoring the project implementation entities to ensure activities’ execution in the field are conform with reports prepared by the PIUs,

– Support to the project’s PIU in the follow-up of consultants and contractors to deliver on time in accordance with the ToRs/contracts,

– Represent the Bank at meetings relating to the project, climate change and disaster risk management,

– Perform other tasks the TTL will request.

Education

– The senior local consultant must have a postgraduate level (BAC+5 at least) in Environmental Sciences or related fields (hydrology, meteorology, Biology, ecology, agronomy, Forestry, etc.); engineer since or other science in related fields.

Competencies

– Good oral expression and excellent writing skills in French

– Mastery of the World Bank procedures in project management/operations,

– Have a good knowledge of disaster risk management, climate change.

– Experience in the areas of the project implementation is required.

– Analytical mind, synthesis and good organizational skills,

– Ability to work in multidisciplinary and multicultural teams,

– Ability to engage with a variety of partners.
