Agency Instructor I – Disaster Management for Water Sector
2 Positions to be filled
Part-Time (Temporary/Casual) Positions
Telecommuter
$45.00/hour
The Agency Instructor l delivers extension courses for the Infrastructure Disaster Management and Recovery program across the country to city, county, state, federal and private sector officials that pertain to disaster management for the water sector and water utility systems.
This position reports to the Training Manager.
Required Qualifications:
- Bachelor’s degree in related field from an accredited college or university, or equivalent combination of education and experience. (Equivalency: will accept an Associate’s degree with seven years of related experience or a High School diploma or GED with nine years of related experience)
- Five years of related experience in Water Utility emergency management.
- One year of adult education and/or training.
Required Licenses/Certifications:
- Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
- Must have a valid passport or ability to obtain within 180 days of employment.
Preferred Qualifications:
- Master’s degree from an accredited college or university.
- Ten years of related work experience in Water Sector emergency management.
- Various emergency management experience with several different responding disciplines or organizations (i.e. Fire, Police, EMS, Public Works, federal, state, local, territory, or tribal).
- WMD/Terrorism awareness training, HazMat and ICS 300 and 400 courses.
- Water operator and/or wastewater operator license, or journeyman lineman license.
- Experience teaching in both a face-to-face and live online instructor led setting.
Physical Requirements:
- Ability to work in various weather conditions to deliver training.
- Ability to support training delivery for up to 8-10 hours/day.
- Ability to communicate orally and in writing.
- Physical conditioning consistent with setting up classrooms, movement of light, moderate, and/or heavy training equipment, and instructional materials.
- Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.
Knowledge, Skills, and Abilities:
- Proficient with basic office software (Microsoft Office) and instructional programs.
- Working knowledge of media production, communication, and dissemination techniques and methods to include alternative ways to inform and entertain via written, oral, and visual media.
- Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Strong interpersonal and organizational skills.

- This position allows telecommuting per TEEX guidelines.
- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
- This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
- This position may require domestic and international travel.
Essential Duties, Tasks, and Percentages:
Classroom Instruction – 85%
- Travels to remote locations and provide classroom instruction across the United States and its territories as assigned by program supervisor.
- On occasion may assist with coordination of courses with local POC.
- Ensures all training materials are prepared before class and secured at the completion of class.
- Follows approved curriculum course outline, performs all course exercises as explained in the Instructor Guide.
- Ensures all participants have achieved terminal objectives of the course.
- Gives participants the opportunity to evaluate the training.
- Completes required administrative work to include student records, travel submissions, and time and effort paperwork.
- Collects forms at the start of class and ensures students sign the attendance roster.
- Maintains appropriate student activity documentation.
Administrative/Fiscal Responsibility – 10%
- Completes required administrative work to include student records, travel submissions, and time/effort paperwork is completed accurately and in a timely manner, in accordance with Division and Agency requirements.
- Completes all required TAMUS training within the requested due dates.
Program Support – 5%
- Assists the Training Manager/Coordinator with customer interactions.
- Assists in the marketing of division programs and events to potential customers and students.
- Assists in reviewing, modifying and/or updating curriculum content as necessary.
- Assists with the coordination of courses with local POC as assigned by the program supervisor.
- Reviews new and revises instructional materials as they become available to determine relevance with current courses.
