Somalia is still marked by the aftermath of three decades of civil war. The potential for violence and conflict is permanently high. The average young population suffers from extreme poverty and high unemployment. Women, children and minorities, whose rights are further restricted, are particularly hard hit. In addition, recurring extreme weather events, such as droughts, floods and cyclones, destroy livelihoods and infrastructure. The loss of livelihoods is causing widespread internal dis-placement. More than 2.6 million people are currently internally displaced persons (IDPs), migrating predominantly to urban centres that cannot provide adequate services to either IDPs or the resident population as the burden increases. There is potential for the resilience- and capacity-building approaches and activities of this Transitional Development Assistance (TDA) project, which aims to improve food security in the longer term and reduce this dependency. The measure aims to reduce the vulnerability of households to food insecurity by improving (1) food availability, (2) access to food, and (3) the use and utilisation of agricultural products (outcome). The measures to improve food security as well as the complementary measures in Disaster Risk Management (DRM) to secure production bases and prevent and mitigate disasters strengthen the resilience of the population affected by food insecurity (impact). The measure supports the Somalia National Development Plan (NSDP) 2020-2024. NIRAS is looking for experts to for the execution of work packages as part of the service delivery for GIZ.
