Duties

STREAM 1: Manager, Engagement
Leads a team of staff specialized in engagement with Indigenous partners, Provinces and Territories, other federal government departments and agencies, academics and non-governmental organizations. This role will require an in-depth understanding of effective approaches to engagement tailored to the specific context and partners, as well as an ability to build and maintain partnerships.

STREAM 2: Manager, Policy
Leads a team of policy analysts working on horizontal freshwater policy issues. This role will require an in-depth understanding of freshwater issues in Canada and internationally that can impact policy approaches, as well as the ability to build and maintain partnerships such as with federal departments and agencies and non-governmental organizations.

BOTH STREAMS:
These roles will enable you to lead a high performing team that provides briefings, analysis, and recommendations for senior management shaped by input from multiple perspectives. Intent of the process

The intent is to staff 2 indeterminate positions in Winnipeg. A pool of qualified candidates may be established and may be used to staff similar positions at this group and level throughout the Canada Water Agency. This process may be used for various tenures (including but not limited to term and indeterminate appointments, assignments, secondments, deployments, acting appointments, casual), as well as various security requirements, language and conditions of employment.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE:
BOTH STREAMS
• Experience in the planning, implementation, or management of strategic initiatives, programs or projects.
• Experience providing strategic advice and recommendations to senior manager such as a director level equivalent or higher, on complex* environmental, natural resource or socio-economic policy issues.
*Complex issue is defined by having many of the following characteristics: it is multi-dimensional, sensitive in nature, involves many stakeholders, requires alternative solutions in situations where information or data is incomplete or missing, and has requirements that are difficult to reconcile.
• Experience in managing human resources, which would include at least 3 of these elements: employee supervision, prioritization of tasks, task assignment, performance management, employee development.

STREAM 1: Manager, Engagement
• Experience engaging with a wide range of partners such as federal, provincial, territorial or municipal government, Indigenous governments or partners, academics, non-governmental organizations to inform policy, program and/or regulatory recommendations.

STREAM 2: Manager, Policy
• Experience in drafting policy materials such as briefing notes, research papers, Cabinet proposals, speaking notes or presentations for use by senior manager such as a director level equivalent or higher.

KNOWLEDGE:
Knowledge of environmental, socio-economic and political factors which have an impact on water or the work of the Canada Water Agency both nationally and regionally.

ABILITIES:

ASSET QUALIFICATIONS
The following criteria are not required for the appointment, but preference may be given to candidates who possess these asset qualifications.

BOTH STREAMS:
• Experience with financial management including overseeing a budget or providing advice to senior manager such as a director level equivalent or higher.

STREAM 1: ENGAGEMENT
• Experience leading engagement with other governments and/or key partners.

STREAM 2: POLICY
• Experience working with or in a Central Agency.
• Experience with Legislative or Parliamentary or Cabinet Affairs.
• Experience with representing the Government of Canada and/or other levels of Government in external forums (for example, interdepartmental or intergovernmental working groups or international meetings) or supporting senior officials during these meetings.
