ASSIGNMENT TITLE Consultancy service for Basin level study for Rift Valley Lake Basin to identify and prioritize physical flood risk reduction investments and conceptual design, detailed design, bidding document of selected physical investments.

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of Feasibility Study, Detail Design and Tender Document Preparation of Rift Valley Lake Basin Flood Risk Reduction Investment.
GENERAL OBJECTIVES:-The overall objective of this project is to Feasibility Study, Detail Design and Tender document preparation for Rift Valley Lake Basin Flood Protection and Control. The principal objective of the intended scope of work is to carry out the feasibility study and detail design of Rift Valley Lake Basin flood risk reduction and associate infrastructures in order to protect the assets and lives of the community and business sector that rely on lakes and rivers.
SPECIFIC OBJECTIVES:
- Conduct a thorough Feasibility Study to identify flood-prone areas, assess potential impacts, and propose feasible mitigation measures.
- Develop a detailed design that encompasses engineering, environmental, and social considerations for the identified flood risk reduction measures.
- Prepare comprehensive Tender Documents, including technical specifications, cost estimates, and project timelines, to facilitate the procurement process
SCOPE OF SERVICES: The scope of the service is limited to the geographic domain of the works that lies on a series of lakes and tributaries of rivers in Rift Valley Lake Basin of Ethiopian that starting from upstream starting point up to the end and near the confluence point of the major tributaries in the specified area. The major task of consultant firm is to carry out the Feasibility Study and Detailed Design of the Flood Risk Reduction and Associated Infrastructure with nationally and internationally known and Bank accepted standards.
PERSON MONTH & DURATION: It has 15 Person–Month implantation periods of 360 Calendar days from the end of January 2025.

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
THE SHORTLISTING CRITERIA ARE:
- Firm’s Core business and years in business
- Qualifications in the field of the assignment
- Technical and managerial organization of the firm
- General qualifications and number of key staff of the firm
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
