The Development Innovations Group, a CRDF Global company, is seeking a Water Utility Management Expert for a forthcoming USAID-funded program to support the Government of the Philippines’ water security goals.

The Water Utility Management Expert will be based in the Philippines and will be responsible for leading and managing efforts to improve the performance of Water Service Providers (WSPs) to increase access to sustainable Water, Sanitation, and Hygiene (WASH) services in the Philippines. The role will involve enhancing the technical, financial, and management capacities of WSPs, including Water Districts and Local Government Units (LGUs), and supporting initiatives related to water resource management (WRM), financing, and climate change/resilience.

RESPONSIBILITIES

  • Lead and oversee the implementation of activities to enhance the technical, financial, and management capacity of WSPs, including Water Districts and LGUs.
  • Provide technical guidance and support to WSPs in delivering efficient and sustainable WASH services to households.
  • Develop and implement initiatives to mobilize public and private financing for utility-scale WASH and WRM projects.
  • Support the improvement of local government basic sanitation programs to ensure greater effectiveness and efficiency.
  • Assist WSPs in improving water resource management practices to ensure sustainable water quality and quantity.
  • Design and implement incentive mechanisms to promote water conservation among WSPs and their customers.
  • Provide post-disaster support to WSPs to enhance their capacity to rebuild and improve water systems, ensuring disaster resilience.
  • Collaborate with key stakeholders, including government agencies, NGOs, and private sector partners, to achieve project objectives.
  • Monitor and evaluate the impact of interventions on WSP performance and WASH service delivery.
  • Prepare and present reports, policy briefs, and other documentation to USAID and other stakeholders on project progress and outcomes.

QUALIFICATIONS

  • Advanced degree in engineering, environmental science, water resource management, or a related field.
  • Extensive experience (10+ years) in water utility management, WASH services, or a related field, with a focus on capacity building and sustainability.
  • Proven track record in managing complex projects, preferably within a USAID or other international development context.
  • Strong understanding of WSP operations, financial management, and technical challenges in the Philippines or similar contexts.
  • Experience in mobilizing public and private financing for infrastructure projects.
  • Knowledge of water resource management practices and disaster resilience in the context of water services.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Ability to work effectively with multidisciplinary teams.
  • Fluency in English and Filipino is required, and knowledge of other dialects is a plus.
